Higher Education Loans Board is a state corporation whose mandate is to source funds and provide loans, scholarships and bursaries to Kenyans studying in recognized institutions of higher learning. 

A vacancy has arisen for the position of information system Auditor in Audit department. 

HELB is looking for highly competent, passionate, dedicated and self-driven individual of high integrity who is able to demonstrate strong leadership skills to fill this following position:
 
Job Title: Information System Auditor
 
Reports to: Internal Audit Manager
 
Key responsibilities
  • Assist in establishing risk-based plans for IT Audit that are consistent with the Board’s goals;
  • Evaluate the design and operating effectiveness of IT controls & document this understanding in HELB’s internal audit programs;
  • Monitor the implementation & operation of defined IT controls on an ongoing basis;
  • Conduct independent Information Systems audits, identify associated risks, and recommend practical remedial actions;
  • Follow up on information systems audit recommendations to ensure that they are implemented on a timely basis;
  • Review the Board’s IT policies against best practice standards and provide improvement recommendations to the board;
  • Identify and investigate instances of non conformance of IT policies and procedures;
  • Develop and perform data analysis test procedures using a computer aided assisted tools (“CAAT”);
  • Review audit trails within HELB’s applications;
  • Ascertain the reliability of information systems by carrying out reviews of the board’s disaster recovery plan;
  • Discuss and agree the factual accuracy of audit observations with auditees and discuss these with the Audit Manager and Board Secretary.
Qualifications
  • University degree (preferably B.SC computer science, B.SC Information Technology) or related field.
  • At least 3 years proven working experience in a similar role is essential.
  • Professional Qualifications on Certified Information Systems Auditor (CISA) or CISSP (Certified Information Systems Security Professional);
  • Good understanding of the concept of risk and risk assessment;
  • Knowledge and experience in the use of CAAT’s is a must;
  • Detailed knowledge of information systems governance and security principles & practices;
  • Excellent communication, analytical and report writing skills;
  • Applicants with experience of auditing Windows operating systems and Oracle database management system will have an added advantage
