The Local Expert will work as a national Project Manager of the NEPAD-GIZ Project to support the implementation of the Comprehensive Africa Agriculture Development Programme (CAADP) in Kenya.

Since 2007, implementation of CAADP has been receiving support from the German Government through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the CAADP-GIZ Support “Pan-African Reform Processes in the Field of Agribusiness Promotion”. 

In 2012, a new project component “Promotion of Technical Vocational Education and Training for the Agricultural Sector in Africa through NEPAD/CAADP (CAADP-ATVET)” was launched.
 
A local Kenyan expert is being recruited as the Coordinator of the process and Technical Officer to the Ministry of Agriculture through its Directorate of Extension and Training and also other relevant Directorates and Ministries (e.g. Ministry of Education), network partners, private sector associations and training centres. 

The expert is expected to work in tandem with the local expert in Ghana and supports the ATVET Advisor at the NEPAD Agency in Midland, South Africa, to ensure the efficient project implementation of the project. 

In addition, he will consult closely with the German backstopping expert, especially in terms of the operational planning and implementation strategies.

During the project implementation the local expert communicates all relevant aspects of the implementation process to allow timely interventions by the German expert.
 
Responsibilities
 
The following general and specific tasks are expected in close cooperation with the continental project coordinator:”
  • Coordination of the project’s interventions and activities in Kenya under the guidance of ASCU and in particular the ASCU Thematic Working Group on Research and Extension
  • Organizing, planning and implementing conferences, seminars, workshops, educational missions, etc.
  • Contribute to further development of policies and good practices in Agricultural Vocational Education and Training at all levels, private sector participation and gender mainstreaming
  • Communication and elaboration of reporting material as requested by the NEPAD/ Agency under the guidance of ASCU and in particular the ASCU Thematic Working Group on Research and Extension
  • Knowledge management; development and maintenance of knowledge databases at national and continental level
  • Drawing up of presentations, documents and reports as requested by CAADP Programme staff
  • Foster cooperation of national CAADP teams and agricultural private sector associations, individual private companies, farmer organisations, training service providers and development partners
  • Ensure that results of ATVET activities are included into national agricultural and educational policy agenda (NAIPs etc) and contribute to strengthening of policy agenda
  • Coordinate activities with regards to Human capacity development of policy makers and community based leaders on ATVET in Kenya
  • Develop a sustainable system for certification of technical and vocational training measures and support the national government to set up adequate training structures
  • In coordination with public and private service providers, as in the development of curriculum for teacher training, leadership training and skills development for value chains
  • Facilitate joint activities with the bilateral GIZ programmes in the agriculture sector with vocational training centres in Kenya
Competencies
 
The National Expert shall have a solid understanding of agricultural policy advisory and experience in the implementation of technical vocational training and education approaches in agriculture. 

As a local expert, he/she will be based at the partner organization and is expected both to work in the context of the partner as well as within the German Development Cooperation system and specifically GIZ and its procedures.

Strong leadership and managerial skills are required for this position. 

The national project manager should be familiar with value chain development approaches, strategies to stimulate private sector participation and approaches to promote entrepreneurial skills among smallholders.

The Expert should also possess good communication, moderation and networking skills, be politically and culturally sensitive.

Educational Qualifications
  • M.Sc. or other relevant qualification in Agriculture with experiences in Vocational Training
Key Competences
  • Familiar with sector development policies in Agriculture
  • Knowledge on Technical Vocational Education and Trainings systems in Africa
  • Experience in agricultural value chain development, business skills, financial literacy and entrepreneurial skills promotion
  • Experience with German Development Cooperation
  • Sound IT competences
  • Team work and strong analytical skills
  • Moderation of workshops and events
  • Familiar with GIZ Processes and Procedures
  • Fluency in English is needed
  • Valid Driving License is an added advantage

Salaries and benefits are negotiable based on experience.
