County Government Capacity Building Advisor, Local Governance and Decentralization Project

Project / Proposal Summary:

 
MSI is looking for a County Government Capacity Building Advisor for an upcoming United States Agency for International Development (USAID) funded decentralization program in Kenya. 
The project will assist in implementing a recently adopted decentralization process.

Position Summary:
 
The County Government Capacity Building Advisor is a multi-year, executive-level position that will be based in Nairobi, Kenya with required in-country travel to target locations. 
The selected individual will be responsible for providing technical expertise in planning and implementing programming to support devolution and fostering accountability and good governance at the county level.  
Support to central level institutions promoting devolution or with a role in devolution may be required.

Responsibilities:
  • Provide technical input on the design and implementation of local government capacity building;
  • Supervise delivery of technical assistance by consultants and sub-contractors of capacity building to local governments.
Qualifications:
  • 5+ years of experience as Local Governance Advisor, or equivalent leadership role, on donor-funded activities in Kenya is desired;
  • USAID experience is a plus;
  • Ability to lead teams, mentor staff and counterparts, and build capacity;
  • Technical knowledge of local governance in one or more of the following areas:
  1. Local government systems development:  public financial management, human resources management, development of by laws and policies, etc
  2. Devolved service delivery (e.g., health, water, general services like lighting and trash  collection, agriculture, transport)
  3. Elected official capacity development
  4. Revenue generation and taxation
  5. Community engagement
  6. Policy reform related to decentralization
  7. Participatory planning and budgeting
  8. Public administration in Kenya
  9. Kenya’s new system of devolved government
  • Ability to travel within Kenya;
  • Fluent in written and spoken English;
  • Advanced degree in international development, public administration, economics, political science or another relevant field preferred;
