Deputy Chief of Party, Devolution and Local Government

Project / Proposal Summary:
 
MSI is looking for a Deputy Chief of Party for an upcoming United States Agency for International Development (USAID) funded devolution program focused on the new county level of government in Kenya.

Position Summary:
 
This full-time, multi-year position will be based in Nairobi, Kenya with required in-country travel to target locations. 
The selected Deputy Chief of Party will report to the Chief of Party and be responsible for management of a diverse project team and ensuring that administrative and financial procedures comply with USAID, Government of Kenya, and MSI requirements.

Responsibilities:
  • Management and oversight of project finance and administration in compliance with USAID and MSI requirements;
  • Ensure appropriate design, monitoring, implementation, and reporting of grantees’, subcontractors’, and short term consultants’ activities;
  • Assist with start-up and initial work planning;
  • Review work plans, monthly and quarterly status and annual reports, financial reports, and deliverables;
  • Assist with technical implementation as needed;
  • Build capacity of local staff to more effectively carry out their work;
  • Serve as acting Chief of Party as necessary and in that role represent the project before USAID and Government of Kenya stakeholders.
Qualifications:
  • Advanced degree in international development, public administration, economics, political science or another relevant field preferred;
  • 5+ years of experience overseeing grants and finances on relevant USAID-funded field projects;
  • 5+ years of experience in a leadership role on donor-funded activities in Kenya is desired;
  • Proven ability to manage a diverse staff in multiple locations and foster teamwork;
  • Knowledge of Kenyan devolution;
  • Experience with public administration, elected official, and/or civil society capacity building; community engagement; policy reform related to devolution; public financial management; participatory planning; public/private sector partnerships;
  • Ability to travel within Kenya;
  • Must be fluent in English.
