The County Public Service Board wishes to recruit competent and qualified persons for the following positions:

County Legal Officer

Job Group ‘S’

1 Post
 
The County legal officer will be responsible to the County Secretary.
 

Duties and responsibilities
  • Providing legal advice to the County Government
  • Representing the County in legal and civil matters as need arises;
  • Keeping abreast of legal and policy developments;
  • Enactment of appropriate County Legislative bills, and amendments where appropriate;
  • Undertaking strategic planning on priority areas that requires law reform;
  • Providing legal interpretation of the Constitution, National and County Legislative Acts;
  • Preparing standard contracts with third parties and advising the County Government on legal contract best practice; and
  • Undertaking legal and legislative research among other legal and civil duties as may be assigned.
Requirements for appointment;
  • Be a Kenyan Citizen;
  • Be a holder of 1st degree in law from a recognized university;
  • A Master Degree in Law from a recognized institution will be an added advantage
  • Have knowledge, experience and distinguish career of not less than ten (10) years as a legal practitioner; and
  • Satisfy the requirement of chapter six of the Constitution.
County Head, Human Resource Officer

Job Group ‘R’ 

(1) Post

Duties and responsibilities
  • Management of human resource function;
  • Carrying out staff audits, identifying gaps and proposing optimal staffing level in the county;
  • Preparing annual staff emolument budget;
  • Ensuring correct interpretation of human resource policies, rules, regulations, labor laws, and other relevant statutes ;
  • Rolling out performance management system in the County;
  • Establishing efficient records management system in the County;
  • Administering staff leave; and
  • Performing any HR duties as may be assigned.
Requirements;
  • Be a Kenyan Citizen;
  • Bachelor of Commerce or Business Administration (HRM) or social science related degree from a recognized university;
  • Membership to HR related professional body is an added advantage
  • Master of Business Administration (HRM or Strategic Management) or Master of HRM is an added advantage
  • Have knowledge, experience and distinguish career of not less than five (5) years in human resource management and development;
  • Satisfy the requirement of chapter six of the Constitution;
County Head, Budget (Expenditure & Planning)

Job Group ‘R’ 

(1) Post
 
The County Head of Budget will be responsible to the Chief Finance Officer.
 
Duties and responsibilities
  • Consolidating and prioritizing of areas for allocation of public resources for the County;
  • Issuing guidelines on the budget process to be followed by all departments in the County Government ;
  • Ensuring correct interpretation of financial and procurement rule and regulation;
  • Rolling out performance management system in the county;
  • Establishing efficient financial records management system in the county; and
  • Performing any other duties as may be assigned by the County Finance Officer.
Requirements;
  • A Bachelor of Commerce (Accounting/Finance option) from a University recognized in Kenya.
  • C.P.A (K) or ACCA qualifications.
  • Member of the Institute of Certified Public Accountants(ICPAK)
  • Be able to demonstrate familiarity with public financial management and accounting systems.
  • Have at least 6 years post qualification experience, 3 of which must be in a Management position in a busy commercial or public financial accounting and treasury environment
  • Satisfy the requirements of Chapter Six of the Constitution.
  • A Masters degree in a relevant area will be an added advantage.

County Head, Payroll Management

Job Group ‘Q’ 

(1) Post
 
The County Head of payroll will be responsible to the County Head of HR.
 
Duties and responsibilities
  • Management of Integrated Personnel and Payroll Data system (IPPD);
  • Processing Monthly payroll;
  • Ensuring input of third parties deductions into the payroll ;
  • Assisting in preparing annual staff emolument budget; and
  • Performing any HR duties as may be assigned.
Requirements for appointment;
  • Be a Kenyan Citizen;
  • A Bachelor of Commerce/ Business Administration( Finance/Accounting/HRM) or equivalent from recognized institution in Kenya;
  • MBA(Finance/Accounting/HRM) from recognized university or institution will be an added advantage
  • Have knowledge, experience and distinguish career of not less than five (5) years in Payroll/HR management;
  • Satisfy the requirement of chapter six of the Constitution;
County Head, Internal Audit

Job Group ‘Q’

(1 Post)
 
The County Head of Internal Audit will be responsible to the Chief finance officer.

Duties and responsibilities
  • Responsible for developing and leading the Audit section in a professional manner;
  • Responsible for the preparation of appropriate audit plans, strategies, and systems ;
  • Preparing audit reports, finding and advising on appropriate measures on risk mitigation;
  • Ensuring correct interpretation of financial and procurement rule and regulation;
  • Rolling out performance management system in the county;
  • Establishing efficient financial records management system in the county; and
  • Performing any Audit duties as may be assigned.
Requirements for appointment;
  • Be a Kenyan Citizen;
  • Bachelor of Commerce or Business Administration ( Finance, Economic or Accounting option) from a recognized university;
  • CPA (K)
  • Member of the Institute of Certified Public accountants (ICPAK)
  • Master of Commerce or Business Administration is an added advantage
  • Have knowledge, experience and distinguish career of not less than five (5) years in Auditing;
  • Satisfy the requirement of chapter six of the Constitution;
County Head, ICT

Job Group ‘Q’

The County Head of ICT will be responsible to the County Chief Officer ICT.
 
Duties and responsibilities
  • Providing ICT services to the County Government;
  • System analysis and design;
  • Developing and implementing computerized information systems in the County ; and
  • Performing any other ICT duties as may be assigned.
Requirements for appointment
  • Be a Kenyan Citizen;
  • Bachelor of Science in computer science, ICT or electronic Engineering from a recognized university;
  • A Master Degree in any of the above courses from a recognized university/ institution will be an added advantage
  • Have knowledge, experience and distinguish career of not less than five (5) years in ICT;
  • Satisfy the requirement of chapter six of the Constitution;
Tender Processes and Documentation Officers

Job Group ‘N’

Reporting to: Head, County Supply Chain Management Services
 
Responsibilities
  • Preparation of tender documents, requests for quotations in accordance with Public procurement and disposal Act 2005 and managing the entire tendering process.
  • Ensuring compliance with the Public Procurement and Disposal Act 2005, policies and processes.
  • Coordination of the submission of tender documents by bidders.
  • Coordination of tender opening, taking minutes of tender opening meetings and facilitating tender evaluation processes in accordance with the Public procurement and Disposal Act 2005.
Requirements
  • Bachelor of Commerce or Business administration (Supply Chain Management or Supplies and Procurement) or Higher National Diploma in Supply Chain Management from a University/Institution recognized in Kenya.
  • Be conversant with modern computer packages used in supply chain management.
  • Be a member of Kenya Institute of Supplies Management or Chartered Institute of Purchasing and Supplies
  • Have served in supply chain management for at least 2 years in the public or corporate sector since attaining the required qualifications.
  • Have a thorough understanding of Public Procurement and Disposal Act 2005 and the Regulations.
  • Satisfy the requirements of Chapter Six of the Constitution.
Accountants

Duties and responsibilities;
  • General accounting work or
  • any other accounting duties as may be assigned by the Chief Finance officer/Head of Accounting,
Requirements for appointment
  • Be a Kenyan Citizen;
  • Bachelor of Commerce or Business Administration ( Finance or Accounting option) or CPA Part II;
  • Have knowledge, experience and distinguish career of not less than three(3) years in accounting;
  • Satisfy the requirement of chapter six of the Constitution;
Note:
 
a) Requirements of Chapter Six of the constitution means having the following clearance certificates:
  1. A certificate of Good Conduct from the Criminal Investigation Department (CID)
  2. A clearance certificate from the Higher Education Loans Board (HELB)
  3. A tax compliance certificate from Kenya Revenue Authority (KRA)
  4. A certificate from the Ethics and Anti-Corruption Commission (EACC)
