Vacancies: Mombasa County Youth Employment Project

Adam Smith International (ASI) is a leading management consultancy firm that provides economic growth and government reform advice to a range of clients in the public, private and civil society sectors. 

ASI is currently seeking qualified candidates for a three-year youth employment project in Mombasa County funded by the UK Department for International Development (DFID). 

The vacancies are as follows:

1. Sector Lead, Waste Management (full time)
 
Responsible for leading research and analysis of the waste management sector, developing and managing project interventions to generate youth employment, engaging with industry stakeholders.
  • Minimum five years’ experience working in the waste management sector with strong technical knowledge of collection, processing/sorting, disposal/energy recovery, procuring and managing services, industry strategy, health and safety, industry policy and regulations.
  • Excellent understanding of constraints and opportunities in the sector, particularly relating to youth employment.
  • A strong network of key industry stakeholders in Mombasa County.
2. Sector Lead, Agricultural Processing (full time)
 
Responsible for leading research and analysis of the agri-processing sector, developing and managing project interventions to generate youth employment, engaging with industry stakeholders.
  • Minimum five years’ experience working for/advising major agri-processing enterprises (e.g. fruit processing, milling, brewing, etc.) including development of successful inclusive business models.
  • Excellent knowledge of the agri-processing sector in Mombasa County, particularly constraints and opportunities in youth employment.
  • Strong network and credibility among major sector players.
3. Sector Lead, Micro Trade and Retail (full time)
 
Responsible for leading research and analysis of the micro trade and retail sector, developing and managing project interventions to generate youth employment, engaging with industry stakeholders.
  • Minimum five years’ sector experience with excellent technical skills in supply chain analysis and management, development of inclusive business models, retail/wholesale markets, storage and distribution, packaging, standards, industry associations, business advocacy, policy and regulatory environment.
  • Excellent understanding of constraints and opportunities in the sector, particularly relating to youth employment. 
  • Strong network and credibility among a wide range of sector players.
4. Monitoring and Evaluation (M&E) Manager (full time)
 
Responsible for establishing and managing the project’s M&E system.
  • Minimum five years’ experience establishing and managing M&E systems on major PSD projects.
  • Experience of market development and DCED Standard for Results Measurement are desirable.
5. Team Leader (full time)
  • Determine the strategic and technical direction of all three components of the project: skills development, market development, and policy and advocacy support; lead the design and delivery of project activities that lead to sustainable youth job creation and skills development in Mombasa; guide, oversee and when necessary prepare project and activity reports, presentations and other deliverables; ensure that the project is delivered to a technical standard that fully meets client requirements; and manage relationships with a range of project stakeholders.
  • A minimum of 15 years’ experience in a field relevant to the duties and accountabilities of the position, with a relevant postgraduate qualification in a field such as politics, economics, business, or international development.
  • Extensive senior management experience in international development for a consultancy firm, development agency or NGO.
  • Strong understanding of the theory and practice of TVET, skills development and labour market programmes, both in Kenya and internationally.
  • Good understanding of market and value chain development, preferably with a focus on DFID’s ‘making markets work for the poor’ approach.
  • Direct experience working in, or advising, the private sector is desirable.
  • Good understanding of influencing policy and providing technical assistance to government in a field relevant to youth employment.
  • A proven track record of working effectively a range of public and private sector and civil society clients.
  • Extensive experience in effectively leading complex, multi-stakeholder projects and teams. Team leader experience on high-performing projects funded by DFID or other development agencies is desirable.
  • In-depth knowledge of Mombasa is desirable.
  • Fluency in English and preferably in Kiswahili.
  • Excellent communications and writing skills. Teamwork, enthusiasm and flexibility are essential.
Full time positions will be based in Mombasa with regular travel within Mombasa County and elsewhere in Kenya.
