Job Title: Finance Director, Somalia Accountability Programme

Background: DFID is currently seeking tenders for a Prime Contractor to manage the ‘Implementation and Analysis in Action of Accountability Programme’ (IAAAP) in Somalia. 

Implemented through a consortium, the IAAAP will lead extensive action research and in-country programming to directly address and provide a better evidence basis for interventions which can improve accountability. 

The IAAAP will consist of a design phase (start-up & inception) for nine months and an implementation phase of 46 months. 

The Finance Director is a key role within the IAAAP, hosted within Saferworld.

Saferworld is an independent non-governmental organisation that works to prevent violent conflict and build safer lives. 

We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others. 

We have a strong thematic focus to our conflict prevention work prioritising: access to security and justice services; arms controls; aid and conflict; and governance and peacebuilding. 

We contribute to lasting change in specific countries and regions and internationally through a combination of research and policy development, advocacy and through supporting practical action at the local level in conflict-affected societies. 

We currently have country and regional programmes in Central and South Asia, the Caucasus, Eastern Europe, the Horn and Great Lakes regions of Africa and the Middle East and North Africa.
 
Job Purpose: The Finance Director will be responsible for ensuring the design of high-quality financial management systems and their implementation across the IAAAP consortium members.
 
This position is subject to project award and funding.

Duties:
 
1 Project financial modelling
  • During inception phase, develop financial model for the project;
  • With CEO, agree results-based payment framework linking cash flows to project results and outputs;
  • Establish financial and non-financial KPIs to monitor project progress;
  • Demonstrate Value for Money in accordance with the donor’s requirements
  • Build monitoring framework for partner reporting.
2 Risk management and control environment
  • Lead the monitoring and evaluation of risks in SW project team and partners;
  • Develop appropriate financial and ethical control frameworks, effective in the Somalia context;
  • Ensure compliance in SW project team and partners can be demonstrated for all donor requirements on due diligence and due of care (e.g. fraud and corruption), ensuring funds reach their intended beneficiaries
3 Financial system development
  • Manage Nairobi-based team responsible for keeping financial records, performing control procedures and safeguarding assets. Liaise with SW colleagues to ensure all project finance teams are coordinated effectively;
  • Oversea effective and timely financial reporting from partners and project staff to Saferworld colleagues and the donor;
4 Financial efficiency and effectiveness
  • Draw on best practice and knowledge of the Somalia context to develop achievable standards on Value for Money assessment
  • Review and enhance procedures and practices where appropriate to enhance control and ensure continuous improvements
5 Other tasks
  • Develop project finance team
  • Develop strong relationships with all consortium partners in IAAAP
  • Oversee all procurement activity in coordination with the Procurement manager
Person Specification
  • Bachelor’s degree in a related subject (Economics / Accounting / Finance or Business Administration) or compensating relevant work experience.
  • A recognised accounting qualification (CIMA, ACCA, etc)
  • At least 5-8 years’ experience in financial management ideally within an international non-governmental organisation (INGO). Knowledge of Somalia would be an advantage
  • Expertise with regards to DFID’s concepts of Value for Money
  • High level of financial management and compliance expertise
  • Experience of developing and improving financial systems
  • Project experience, including financial modelling and managing partners. Previous experience in managing consortia-run programmes with multiple partners would be an advantage.
  • Experience of management reporting to colleagues, and ideally overseas offices
