Vacancy: GEC Monitoring Evaluation and Learning Manager 
    
Reporting to: Regional Programme Manager – East and North Africa Regional Office. This role has regular liaison with DFID GEC Project Manager (based in Kisumu) and LCD’s M&E Manager (based in London).

Background: LCD has been awarded a grant from the UK Government (DFID) to deliver a project in Nyanza, Kenya through the Girls Education Challenge (GEC). The project aims to increase the enrolment of girls with disabilities in primary schools in this region, increase their learning and improve their life chances. 

Girls with disabilities face multiple barriers to education including stigma around disability, isolation and abuse from family and community members, inaccessible environments and lack of rehabilitative support. 

This project will address physical and social barriers to education to ensure that more girls with disabilities access education and improve their learning in 50 primary schools in Nyanza, ultimately receiving a full, quality and inclusive primary education. 

The project began in July 2013 and will finish in March 2016 (with the potential for extension to March 2017). 

A comprehensive M&E framework has been developed and full implementation of the project began in February 2014. 

Purpose of the Job: The Monitoring, Evaluation and Learning (MEL) Manager will be responsible for guiding the development and implementation of the overall M&E framework of the DFID funded Girls Education Challenge (GEC) project, overseeing the mid and end line evaluations alongside external evaluators, carrying out quarterly monitoring and ensuring the timely provision of project information and reports to relevant stakeholders.

This is a fixed term position, currently ending in March 2016 with the potential for extension to March 2017.

Key Responsibilities
  • Lead the implementation of the project M&E framework, working with the project external evaluator to finalise and learn from the baseline study, carry out the midterm review and the end of project evaluation.
  • Oversee the collection, analysis and dissemination of routine monitoring and reporting data, particularly for quarterly donor reports
  • Ensure the quality of monitoring data provided by the schools through unannounced spot checks in intervention schools
  • Manage the project logframe, including overseeing and quality checking the collection of relevant data.
  • Quality assure  reported data from control schools and feedback to the project and to all partners
  • Build the M&E capacity of  project staff, community Resource Workers, local organisations and primary stakeholders
  • Undertake regular field visits to project sites to support the implementation of the M&E framework
  • Inform, coordinate and join external supervision and evaluation missions as necessary
  • Plan for regular opportunities to identify lessons learned and implications for the project’s next steps
  • Act as a focal person for coordinating information request and documentation of best practices for internal and external sharing.
  • Coordinate and organize for the Project Evaluation Committee meetings and document and share proceedings
  • Guide the regular sharing of the outputs of M&E findings with project staff and primary stakeholders
  • Make regular reports to the Contracts Compliance Manager, highlighting the Key Performance Indicators, general achievements and areas of concern
  • To undertake any other reasonable duties as may be required by the Regional Programme Manager.

Essential Qualifications
  • Educated to degree level in a relevant discipline or equivalent
Essential Other
  • Minimum five years proven experience of:
  1. M&E methods, the logical framework approach and other strategic planning strategies
  2. good understanding of quantitative and qualitative research methods 
  3. designing, planning and implementing M&E systems
  4. training others in M&E development and implementation
  5. data analysis and report writing
  • A solid understanding of international development with a focus on disability and / or gender issues
  • Willing to undertake regular field visits and interact with different stakeholders
  • Excellent written English and computer skills
  • A genuine interest in, and commitment to, the values and ethos of Leonard Cheshire Disability
