Vacancy: Intersectional Deputy Regional Representative in Nairobi

General Context: Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around five operational directorates supported by 23 sections and offices worldwide under the banner of MSF International, and works in over 70 countries. 

It implements projects and activities through its Operational Sections across the globe under the respective MSF Section(s) present in each country.

MSF is present in Kenya and engages in various medical humanitarian activities in the country and within the region.

MSF seeks to fill the position of an Intersectional Deputy Regional Representative to support the coordination and functioning of its activities under the Regional office.
 
Job Objective 
  • The Intersectional Deputy Regional Representative (DRR) will ensure an efficient & effective support for the coordination/management of the MSF Regional office on implementation of its Bilateral Agreements with the authorities and any other regulatory authorities/bodies under whom MSF operates in Kenya.
  • The position will have delegated functions on representation (on behalf of the Regional Representative) from the Intersection Board in the fulfilment of his/her mandate.
  • He/she will be the first line technical advisor & focal point on relational and compliance issues of MSF with the relevant Government ministries, authorities, regulators and any other interlocutors that MSF deals with at various levels (National and County).
  • The person will work with the Intersection Platform of Country Directors under the supervision of the Regional Representative, and support the intersection Communication within the organisation and with external interlocutors he/she deals with.
Selection Criteria
 
Experience & Skills:
  • At least 2 years successful experience as a Coordinator/Senior Manager, or Deputy Country Representative with MSF, or of comparable/equivalent experience in other entities or International organisations.
  • Experience working with Government, embassies or diplomatic missions is desired.
  • High negotiation and diplomatic skills.
  • Strong management skills.
  • Soft skills: fluent in English and Kiswahili.
  • Highly autonomous and can work with minimal supervision.
  • Strong communication and reporting skills, with ability to analyse and synthesis information.
  • Capacity to supervise and coordinate intersection positions/platforms.
  • Good presentation skills (high-level forums and Ministries);
Education Requirements:
  • A university-level degree in Legal studies, international relations, Political studies or Management;
  • Or, Diploma in a similar discipline with extensive working experience in similar role.
  • Professional training in Management, compliance (tax, administration) is a plus.
  • Kenyan national
Conditions:
  • To be based in Nairobi
  • Length of contract: 2 years.
  • Supervision: To supervise at least two staff.
  • Travel: Limited (project visits) and provide punctual regional support in East Africa if requested.
  • Starting date: December 1, 2014.
