International Business and Technical Consultants Inc. (IBTCI) is seeking Third Party Monitoring (TPM) organizations to provide independent monitoring, verification, and confirmation of funded humanitarian programs (including food assistance and agriculture, water and sanitation, and health and nutrition) throughout Somalia (Somaliland, Puntland, Mogadishu and South/Central Somalia) under a large third party monitoring contract. 

The TPM award would be for 10 months, from early December 2014 to early October 2015.

Seeking Third Party Monitoring Organizations

The organization will be responsible for conducting the following activities:
  • Regular monitoring site visits to a range of programs being implemented in Somalia,
  • Through primary data collection, questionnaires, focus groups, and verification of the presence and progress, including outputs and activities, of specified humanitarian programs.
  • Provide on-time delivery of consolidated as well as individual monthly monitoring reports based on the field monitoring efforts in Somalia.
Requirements and selection criteria:
 

1) The organization must demonstrate extensive relevant technical experience in gathering data, conducting interviews and facilitating focus groups with community level beneficiaries in Somalia, and must have tested experience in the use of various data collection techniques and expertise in both qualitative and quantitative research methodologies.

2) The organization must have established offices and organization registration in Somalia.
 
3) The organization must demonstrate strong capacity to access and monitor programs in different regions of Somalia, including Somaliland, Puntland, Mogadishu, and South/Central Somalia.
 
4) The organization should ideally provide written references from current or previous clients that attest to their competency in the requested monitoring services.

Please submit a proposal to include a technical proposal, cost proposal, and a capabilities statement (highlighting the organization’s technical staff, ability of the organization to scale up staff and consultants to meet the requested demand for monitoring services, and must be able to demonstrate geographical presence, office locations in Somalia and outreach capacity for executing third party monitoring activities in Somalia) with past performance to somaliarecruiting@ibtci.com no later than Monday, November 24 at 5 PM (1700 hours) Nairobi time.

For purposes of the technical and cost proposals, please note that there will be roughly 200 site locations for 18 implementing partners with more IP awards anticipated. TPMs will visit roughly 25 activity sites per month with at least 55% of those in South Central and Mogadishu. 

The other 45% will be in Puntland and Somaliland. Please also include in the cost proposal a breakdown of costs per activity site visit. 

Also please note: these 25 activity verifications will likely be split between 3-4 TPM organizations.
