Job Purpose / Objective:
 This position will be based 75% in Kakuma and 25% in Lodwar and Hagadera. Under the supervision of the Field coordinator, the Deputy Field Coordinator shall be responsible for the overall designing and implementation of IRC Kakuma programs that encompass Nutrition, HIV, CHP, Clinical Services and Safe programming sectors. 

S/he will also be responsible for implement evidence based primary health care service delivery. 

He/she shall be expected to monitor and ensure improvement and maintenance of the entire health indicators as per SPHERE/UNHCR/WHO standards at the Camp and for ensuring that the safe programming component delivers on streamlining protection mainstreaming within programs. 

He/ she will also be responsible for ensuring that the programs deliver as appropriate on work-plans and spending.
Key Responsibilities:

Program Planning, Quality, Implementation and Evaluation:

  • Work with IRC Kenya Senior Management team to ensure programs objectives are achieved;
  • Prepare program proposals and budgets in partnership with Field coordinator and other program staff;
  • Ensure appropriate monitoring and evaluation systems are in place for all health sectors in the camp;
  • Maintain accurate and up to date health profile of refugees and respond in timely fashion to any infectious or epidemic disease outbreaks;
  • Coordinate the preparation of donor reports.
  • Initiate technical evaluations, surveys and situation analysis as required
  • Directly responsible for the quality of programs
  • Follow up with program managers to ensure program implementation is in line with the SHERE, UNHCR, WHO and other international standards; and in keeping with national guidelines
  • Provision of overall development and management of clinical and training protocol/ guidelines;
  • Ensure optimal referral system for patients is functioning at District and National level for refugees
  • Ensure the annual safe programming workplan is implemented
Supply Chain:
  • Overall responsible for commodity security for drugs and medical supplies;
  • Monitor usage of IRC program supplies and assets in accordance with donor regulations;
  • Monitor the usage of drugs and other medical supplies to ensure that there is no stock out
  • Ensure timely initiation of procurement for program activities and supplies
Finance and Grant Management:
  • Ensure budget spending according to approved budgets, review and analyse budgets versus actual expenditures and take remedial measures;
  • Facilitate grant opening meetings and BVA meetings
  • Recommend appropriate budget revisions to ensure maximum use of financial resources;
  • Provide overall leadership and supervise program staff in development and implementation of procurement and spending plans.
  • Work with the program Managers on the implementation plans
Communication Representation and Reporting:
  • Represent IRC in all technical inter-agency coordination meetings at field  and Nairobi;
  • Enhance coordination and working relationship with the Ministry of Health and other partners
  • Keep the IRC senior management team up-to-date on all program developments in the field.
  • Lead and facilitate donor visits and other missions
  • Coordinate Outbreak Preparedness and Control Team meetings
  • Ensure the safe programming advisory committee is active
Human Resources:
  • Directly supervise program managers in Kakuma
  • Directly supervise managers in Hagadera and Lodwar as appropriate
  • In coordination with the Field Coordinator, determine program staffing needs and ensure such positions are filled in timely fashion;
  • Directly responsible for IRC staff health and medical evacuations.
  • Ensure that program staffs  have updated job descriptions and performance objectives.
  • Assist in the recommendation of promotions, disciplinary action and termination of program staff to the Field coordinator
  • Orientation of staff on program activities with emphasis public health approach/ principles, protection mainstreaming and in relation to the IRC  program framework
Key Result Areas:
  • Health and nutrition indicators maintained within standards
  • Minimum acceptable coverage of national staff at health facilities, maintained
  • Timely submission of donor proposals and reports
  • Prompt and appropriate disease surveillance systems maintained
  • Healthy drugs and medical supplies pipeline maintained
  • Protection mainstreaming principles instituted in programming
Required Qualifications / Experience & Competencies:
  • Degree in health / social studies / public health
  • Programming experience in Health/nutrition/WASH/Food security and livelihoods/Women protection & empowerment required
  • Advanced qualification in public health/social studies/ nutrition an added advantage
  • Minimum five years of field work experience on comprehensive primary health programs in resource poor settings. Experience in refugee camp settings desirable
  • Experience as a sector head/ manager in an INGO with management of grants over USD 5M
  • Strong management, assessment, project planning, organizational, interpersonal, and communication skills
  • Skills  in program and budget management with strong operational experience
  • Demonstrated proposal writing and reporting skills – Fluency in English and Kiswahili
  • Strong communication, people management and analytical skills
  • Ability to work under pressure in an unstable security environment
  • Ability to multitask, manage pressure and flexibility
