Purpose of the Position:

The IPA Team Leader will provide the overall leadership and management for the program in accordance with relevant strategies (national, sectoral. disaster preparedness plan etc)policies (e.g. ministry policies, child sponsorship, DME management policy etc) and standards (e.g. LEAP. Sponsorship service, financial, etc)

In order to successfully do so, the IPA Manager must be able to effectively communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that serves as an example to others.

Specific Responsibilities

A. Team Leadership
  • Model a high standard of personal Christian leadership, maturity and integrity as an example to staff and others, nurturing staff spirituality as well as facilitating a working environment of mutual trust, respect, and care among all staff.
  • Be responsible for building the capacity of all program staff, enhancing their commitment, character, competence, and critical thinking. Work with them to develop and implement personal capacity building plans.
B. Building Relationships
  • Live in or as close to the program communities as possible and model an incarnation life style.
  • Build and maintain cordial relationships with various sections of the program communities.
  • With development facilitators, visit children, communities and families frequently to encourage, advice, and build relationships.
  • Develop and implement a plan together with development facilitators and technical specialists to form, facilitate and manage effective relationships and networks with various development partners.
  • This would include: government departments, community-based organizations, other NGOs, local businesses, churches, other faith-based organizations, and the community leaders of the area.
  • Be responsible for maintaining and strengthening relationships with key partners.
C. Program Management and Stewardship
  • Work as a primary link between the supervisor of the program at NO base/Sub brannch and coordinate communication for all important issues such as strategy, policy, etc., between them and the program.
  • Ensure good individual and team performance in support of quality ministry and good stewardship, through coaching, mentoring and regular meetings.
  • Ensure effective strategic, operational and administrative coordination between all projects within the program, regardless of funding type.
  • +During times of disasters, provide leadership for all aspects of disaster response as needed and manage necessary transition in program / project activities.
  • Identify and ensure the effective utilization of different funding resources (e.g. sponsorship, non-sponsorship, grant, gifts-in-kind, food, etc.) needed to support program objectives.
  • Monitor funding commitments, project spending against budget, preparation and submission of required program progress and financial reports on a regular basis. Ensure projects responsibly spend up to the level of funding commitment and/or provide adequate explanations for any significant variances.
  • Provide effective customer service management in sponsorship funded programs. Ensure compliance with sponsorship standards and integration of child sponsorship with development programming in accordance with Sponsorship and TD Policies, and sponsorship programming guidelines.
  • Coordinate and host visits of sponsors, donors, and WV staff from other offices and coordinate with Communications Unit all media and film crew visits to the project area
D. Program Design, Monitoring and Evaluation (DME)
  • Ensure that the DME enable the program and the projects to make a defined and measurable contribution to the well-being of children in working together with local development partners.
  • Ensure that cross-cutting themes such as gender equity, Christian commitment, peacebuilding, environment and protection are integrated into planning and implementation of projects.
  • Provide regular reporting to the line management as per the national office guideline. Consolidate semi-annual and annual program reports for submission to support office and donor according to LEAP.
Qualifications: Education/Knowledge/Technical Skills and Experience:
  • The holder of this position must have a minimum of a Bachelor’s degree in any discipline.
  • An advanced degree in social sciences related to development work is preferred.
  • They must have a minimum of 5 years experience with regards to the designing, planning, implementation, supervising and reporting on integrated development, relief and/or advocacy projects;
  • They should have at least 2 years experience as a manager;
  • The holder of this position must be results orientated leader who is able to handle a heavy work load as well as manage and satisfy multiple and at times conflicting donor and other stakeholder demands. He /she must also handle public relations and be a strong team player.
