Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its programme to Kenya in 2006 and to Ethiopia in 2011. 

Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. NRC has mainly focused on Somalis who are displaced by the ongoing conflict and more recently by the drought and famine. 

The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and Mogadishu), Kenya (Dadaab and Molo) and Ethiopia (Addis Ababa and Dolo Ado).
 
Position Vacant: Finance Assistant – Quality Assurance
 
Reporting to: Finance Officer – Quality Assurance
 
Duty Station: Nairobi

Duration of Contract: ASAP to 31st December 2012 (with possibility of extension subject to performance & funding)
 
Main Responsibilities include:
  • Assist in conducting internal reviews to ascertain the extent to which financial and operational controls are consistently and appropriately applied
  • Assist in monitoring Implementing Partners (IPs) expenditures against implementation plans and levels of compliance to NRC and donor grant requirements.
  • Assist in carrying out Implementing Partner pre-selection assessments/risk analysis exercise
  • Organize for pre-award workshops for identified prospective Implementing Partners.
  • Organize for financial and systems reviews both in Nairobi office and the field offices
  • Review all NRC Somalia/Kenya monthly financial vouchers to ensure completeness and compliance with NRC and donor regulations
  • Monitor progress on the implementation of the recommended actions in internal reviews reports
  • Assist in preparation of internal review reports
  • Assist management in updating operation manual to ensure adequate internal controls and internal checks
  • Assist in organizing and conducting training programs with the Finance Officer – Quality Assurance
Required skills and qualifications:
  • Degree in Financial Management
  • Certified Public Accountant of Kenya CPA 11
  • Minimum of 3 year’ relevant work experience in large organizations
  • Ability to interpret donor regulations on all context of grant management and transactions
  • Wide knowledge of the NGO operations, internal strategy and the dynamics of development sector and donor business processes
  • Knowledge of developing and building partnerships
  • Understanding of the Somalia and Kenyan environment and the context of development sector program implementation
  • Excellent interpersonal, written and verbal communication skills
  • Good report writing skills
  • Excellent computer skills with hands on experience on computerized accounting systems; and Microsoft Excel, Word and PowerPoint
Position Vacant: Finance Officer - Grants
 
Reporting to: Finance Coordinator - Dadaab
 
Duty Station: Dadaab
 
Duration of Contract: ASAP to 31st December 2012 (with possibility of extension subject to performance & funding)
 
Main Responsibilities include:
  • Ensure, in coordination with the relevant project staff, that project expenses are incurred consistent with grant agreements and budgets
  • Support Project Managers in proposal writing, and budget preparation and monitoring
  • Analyze and recommend on the status and feasibility of future spending based on the budget monitoring indicators and procurement plans
  • Track all purchase requests from source to payment
  • Monitor expenditures, planned costs, committed costs and identify cases of budget over-spent and under-spent to provide relevant information and advice to the budget holders for informed management decisions
  • Review coding of transactions and supporting documents to ensure their correctness as per the approved budget codes
  • Ensure accurate maintenance of all files and transactions for grant requests, incomes, expenditures, accounting and closure at NRC Dadaab
  • Ensure accurate and timely financial reporting to donors as per required regulations
  • Ensure that the Dadaab office consistently meets all donor and NRC rules and regulations pertaining to finance and procurement
  • Prepare periodic budget monitoring reports.
  • Prepares work schedules and assign duties to the Finance assistant – Quality control to ensure efficient operation of finance in Dadaab.
  • The Finance officer will take initiative to identify problems while offering practical solutions and identify, implement operations innovations to support and streamline the effectiveness and service delivery for NRC Dadaab programmatic work
Required skills and qualifications:
  • Bachelors Degree in Business Administration, Commerce, Finance or Accounting
  • Certified Public Accountant (CPA), level 2
  • Minimum of 3 years’ relevant experience in a donor grants management role
  • Specific familiarity with reporting to UNHCR, ECHO, BPRM, EC, SIDA, CIDA and DFID.
  • Excellent interpersonal, written and verbal communication skills
  • Good financial analysis skills
  • Understanding of the Kenya and Somalia environments
  • Good knowledge of financial reporting systems
  • Ability to work under pressure and meet deadlines
  • Ability to work independently and as part of a team
  • Excellent computer skills with hands on experience on computerized accounting systems; and Microsoft Excel, Word and PowerPoint.
  • High level of professional support to colleagues providing them with timely advice on NRC’s policies and procedures.
  • Good judgment, discretion and the ability to maintain confidentiality are essential.
