Masinde Muliro University of Science and Technology (MMUST), a leading public institution in Kenya, was established through an Act of parliament in 2006. 


In March 2013, the University was granted a new Charter in line with the Universities Act of 2012. 


The vision of the university is “To be a centre of excellence in Science and Technology responsive to development needs of society through engagement in dynamic knowledge creation and application”.


As part of our strategy to realize our goals and objectives, and in compliance with the provisions of Section 39 of the Universities Act 2012, the University Council is seeking to recruit suitably qualified, experienced, dynamic and visionary persons with excellent credentials to provide leadership to the university in the following positions:-

1. Vice Chancellor


Ref: MMUST/AD/01/01/13
 

Duties and Responsibilities
 

Reporting to the University Council, the duties and responsibilities of the Vice Chancellor shall be as set out in the Universities Act 2012, the MMUST Charter and Statutes and shall include:-
 

(i) Being the Chief Executive Officer of the University.
 

(ii) Being the academic and administrative head of the University;
 

(iii) Providing strategic, innovative and creative direction and leadership to the University by competitively positioning and representing the University nationally, regionally and internationally.
 

(iv) Be responsible for the implementation of the Council’s decisions and resolutions.
 

(v) Having the overall responsibility of managing, directing, organizing and administering of programmes of the University.
 

(vi) Coordinating the development and implementation of the academic and administrative policies of the University in accordance with the University’s master plan and the strategic plan;
 

(vii) Promoting efficiency and good order of the University including staff and student welfare, conduct and discipline and ensure enforcement of the Statutes and regulations.
 

(viii) Providing innovative and creative leadership in the areas of academics, finance, planning and development; general administration; research and partnership.
 

(ix) Facilitating and maintaining cooperation with government institutions, regulatory agencies, local and international institutions of higher learning and other stakeholders.
 

(x) Any other responsibilities as may be necessary to achieve the University’s objectives.
 

Requirements for the position:-
 

Qualifying candidates who must be Kenyan citizens should meet the following requirements:-
 

1. Must be holders of earned PhD degree from a reputable University as well as a full Professor of a recognized University.
 

2. Must have at least fifteen (15) years academic and research experience with scholarly record demonstrated by publications in internationally peer reviewed journals in their areas of specialization and supervision of Masters and Doctoral students;
 

3. Be registered members of good standing of professional associations in their areas of specialization.
 

4. Must have served successfully as a substantive Principal of a Constituent College or as a Deputy Vice Chancellor of a University or in other capable level(s) for at least three (3) years.
 

5. Must have excellent understanding of the government’s financial and fiscal policies, including strategic planning and Vision 2030, Human Resource Management, procurement and asset disposal regulations.
 

6. Have demonstrable experience in networking, fundraising and resource mobilization in the development of a university.
 

7. Must have demonstrable record of leadership implementation of academic, administrative, planning and financial programmes, development of strategic institutional linkages, staff and student exchange.
 

8. Must have excellent understanding of current trends in university education and training globally and the factors and conditions shaping development of university education in Kenya.
 

9. Must have excellent organizational, communication and interpersonal skills.


10. Be of the highest ethical standards, integrity, accountability, professionalism, team work and good stewardship and must comply with the requirements of Chapter Six of the Kenyan Constitution, 2010; and
 

11. Must obtain clearance from the Higher Education Loans Board (HELB), Ethics and Anti-Corruption Commission (EACC) Kenya Revenue Authority (KRA) and have a Certificate of Good Conduct.
 

2. Deputy Vice Chancellor (Administration & Finance)


Ref: MMUST/AD/02/01/13
 

Duties and Responsibilities
 

Reporting to the Vice Chancellor, the Deputy Vice Chancellor (Administration and Finance) will be in charge of administration and finance division of the University and shall:-
 

i) Provide innovative and creative leadership in the areas of human resource, finance, procurement and physical resource management.
 

ii) Oversee the implementation of all sectoral policies and appropriate procedures to ensure efficient performance and delivery of services in the University in line with the strategic plan.
 

iii) Coordinate the design, development, implementation and maintenance of appropriate human resource policies, procedures and systems to attract, develop and retain qualified and experienced staff;
 

iv) Coordinate the preparation and implementation of the University budget, financial statements, management reports and ensure that both annual and medium term expenditures are consistent with the strategic plan;
 

v) Maintain efficiency and good order of the University including staff welfare, conduct and discipline and ensure proper enforcement of the Statutes and regulations;
 

vi) Determine and advise the Vice Chancellor and Management Board on the university’s development needs with respect to students, facilities, infrastructure and human resource requirements.


vii) Mobilize resources that the University may need in executing its mandate.
 

viii) Any other responsibilities as may be necessary to achieve the University’s objectives.
 

Requirements for the Position:-
 

Qualifying candidates who must be Kenyan citizens should meet the following requirements:-
 

1. Must be holders of an earned PhD degree from a reputable university as well as a full Professor or Associate Professor of a recognized University.
 

2. Must have at least ten (10) years academic and research experience with scholarly record demonstrated by publications in internationally peer reviewed journals in their areas of specialization and supervision of Masters and Doctoral students.
 

3. Must have served successfully in a senior administrative and management position at the level of a Dean/Director/Deputy Principal of a Constituent College/Principal of a Campus College in a university or in other comparable level(s) for at least three (3) years.
 

4. Must have demonstrated ability and leadership skills to effectively coordinate planning, finance and administrative function in a university environment.
 

5. Must be a team player with excellent organizational, communication and interpersonal skills and have capacity to work effectively with staff, students and stakeholders.
 

6. Must show good understanding of university functions and procedures coupled with a passion for the promotion of learning, excellence in teaching, research and innovation.
 

7. Must have good understanding of the national policies and strategies governing university education and training in Kenya.
 

8. Must be a registered member of good standing of professional associations in their areas of specialization.
 

9. Have capacity to mobilize resources and expand physical facilities necessary to cater for the increasing student enrollment and academic programmes.
 

10. Be of the highest ethical standards, integrity, accountability, professionalism, team work and good stewardship and must comply with the requirements of Chapter Six of the Kenyan Constitution, 2010; and
 

11. Must obtain clearance from the Higher Education Loans Board (HELB), Ethics and Anti-Corruption Commission (EACC), Kenya Revenue Authority (KRA) and have a Certificate of Good Conduct.


3. Deputy Vice Chancellor (Academic Affairs)

Duties and Responsibilities
 

Reporting to the Vice Chancellor, the Deputy Vice-Chancellor (Academic Affairs) will be in charge of academic matters and student affairs of the University and shall:-
 

i) Have the overall responsibility of direction, organization and administration of learning programmes in the University.
 

ii) Coordinate teaching and research and provide the necessary support needed by all academic programmes offered by the University.
 

iii) Advise Senate in the development of learning programmes in conformity with national and international standards and legally recognized professional bodies.
 

iv) Co-ordinate forums to ensure promotion of outreach programmes and technology transfer.
 

v) Coordinate student welfare activities.
 

vi) Promote activities that attract and support local and international students.
 

vii) Be responsible to the Vice-Chancellor for the general conduct and discipline of students.
 

viii) Any other responsibilities as may be necessary to achieve the University’s objectives.


Requirements for the position
 

Qualifying candidates who must be Kenyan citizens should meet the following requirements:-
 

1. Must be holders of an earned PhD degree from a University as well as a full Professor or Associate Professor of a reputable University.
 


2. Must have at-least ten (10) years of academic and research experience with scholarly record demonstrated by publications in internationally peer reviewed journals in their areas of specialization and supervision of Masters and Doctoral students.
 

3. Must have served successfully in a senior administrative and management position at the level of a Dean/Director/Deputy Principal of a Constituent College/Principal of a Campus College in a university or in other comparable level(s) for at least three (3) years.
 

4. Must have successfully demonstrated competence in administrative and academic leadership in an academic and research environment.
 

5. Must have a successful record of leadership in development and implementation of academic programmes at University level.
 

6. Must have excellent understanding of current trends in university education and training globally and the factors and conditions shaping development of university education in Kenya.
 

7. Must have excellent and proven organizational, communication and interpersonal skills;
 

8. Must show good understanding of University functions and procedures coupled with a passion of promoting learning, excellence in teaching, research and innovation.
 

9. Must demonstrate capacity to initiate and facilitate the development of relevant and quality market and society driven academic programmes.
 

10. Be of the highest ethical standards, integrity, accountability, professionalism, team work and good stewardship and must comply with the requirements of Chapter Six of the Kenyan Constitution, 2010 and
 

11. Must obtain clearance from the Higher Education Loans Board (HELB), Ethics and Anti-Corruption Commission (EACC), Kenya Revenue Authority (KRA) and have a Certificate of Good Conduct.
 

Terms & Conditions of Service
 

Successful candidates, for the three (3) positions, will be offered competitive remuneration packages, including house allowance and other benefits in accordance with the Kenya Government public service guidelines. 


The appointments will be for a contractual period of five (5) years renewable for a further one term subject to satisfactory performance.
