The International Institute of Rural-Africa Regional Center (IIRR-ARC) is seeking to recruit a suitably qualified candidate for the following position:

Programs Director (PD)

Job Summary: 
Under the direct supervision of the Regional Director (RD), the Programs Director serves as senior manager on all aspects of the African Regional Centre (ARC). 

H/she assists the RD with general program development and implementation activities, including the management, supervision and coordination the four strategic programs – Applied Learning; Disaster Risk Reduction and Climate change Adaptation; Education; and Food Security and Wealth Creation. 
 

The PD provides strategic direction & coordinates all relevant Kenya Country Office (KCO) activities in order to ensure that programmatic interventions are undertaken in a coordinated way that maximizes synergies and efficiency gains and, more broadly, IIRR’s development results in Kenya. 

To this end, the PD provides representation duties in IIRR Kenya Country’s engagement with donors, governments, civil society partners and the private sector.

Duties & Responsibilities:
  • Supporting the development and implementation of current programs and contribute to the development of new initiatives that contribute to national and regional priorities;
  • Supporting in the effective strategic monitoring and evaluation of four program interventions, measuring the impact of the programs and, when relevant, its timely readjustment;
  • Strengthen relationships with partner organizations, including donors, government, the private sector and government departments to achieve the strategic outcomes
  • Advising program counterparts and ARC’s senior management and guiding relevant KCO team on the design and formulation of program interventions, contributing to realization of IIRR country priorities.
  • Developing and maintaining strategic partnerships, supports resource mobilization efforts in cooperation with the ARC Senior Management team;
  • Provide direction and coordination of the four Program lead managers, ensuring operational excellence in execution of ARC programs in accordance with the Strategy 2015
  • Work with the RD to develop technical proposals and prepare budgets for assignment bids;
  • Providing strategic management and oversight of planning, budgeting and implementing of all KCO interventions including resource allocation, mobilization and control and cost efficiency;
  • Ensuring the effective monitoring of KCO program interventions in  the evaluation of development results, in terms of progress made towards achieving intended programmatic goals in Kenya;
  • Assuming acting functions in the absence of, or by delegation from the RD, of all programmatic matters of the ARC;
  • Other duties as assigned
Qualifications:
  • Minimum 10 years’ experience in international development in a management role;
  • Strong leadership and people management skills at a senior level;
  • Experience in developing new programming, ideally across multiple sectors;
  • Experience in developing and implementing quality control and learning systems for complex development programmes;
  • Experience of working across geographical and organization boundaries, across cultures & diverse development stakeholders.
  • Superior oral and written communication skills in English and French;
  • Flexibility regarding assigned work hours and location
  • Experience of working in East Africa and knowledge of local cultures
  • Experience in writing proposals;
  • Ability to work calmly under pressure to beat deadlines while maintain quality.
Period of Contract: One (1) year renewable
