Position Title: Program Manager

Location: Kenya (an Arid or Semi-Arid county) and 30% in-country travel
 
Background / Summary: Catholic Relief Services (CRS) is an international non-governmental organization supporting relief and development work in over 100 countries around the world. CRS has been operating in Kenya since 1965. 

CRS programs assist persons on the basis of need, regardless of creed, ethnicity or nationality. CRS works through local church and non-church partners to implement its programs.
 

Catholic Relief Services (CRS) seeks a Program Manager for an anticipated USAID-funded Conflict Management and Reconciliation program in Kenya. 

The program will use a people-to-people approach to achieve the goal of conflict mitigation, peace, and reconciliation in the Arid Semi-Arid Lands (ASALs) of Kenya and will leverage the opportunity devolution presents to positively engage individuals and communities at the county-level. 

The Program Manager will be responsible for overall management, achievement of targets, and strategic direction in coordination with other consortium members.
 
S/he will also be expected to prioritize community participation throughout the programming process and ensure interventions address community-identified priority needs as well as coordinate with local government structures and key stakeholders, maintain a strong and wide network, participate in relevant technical working groups, and provide technical advice to troubleshoot implementation challenges.
 
S/he will manage partnership and sub-grants, oversee the program’s monitoring and evaluation system, and provide overall financial management of the project.

Qualifications:
  • University degree required; Master’s Degree preferred in peacebuilding, sociology, or a related field.
  • Minimum 5 years working in a technical or program management role on peacebuilding, conflict mitigation, or democracy and governance programs with experience in budget management.
  • Strong knowledge of conflict drivers in the Arid Semi-Arid Land Counties
  • Proven experience using the people-to-people approach in conflict mitigation
  • Experience in developing and facilitating conflict management trainings for a variety of audiences.
  • Experience working on USAID projects strongly preferred.
  • Demonstrated experience in coordination and collaboration with a broad set of stakeholders, including multi-lateral and international donors, Government, and local and international NGOs.
  • Demonstrated experience in community mobilization, organization and mediation among local actors.
  • Demonstrated experience managing budgets for USG. Experience working with USAID is an added advantage.
  • Excellent English language (oral and written) communication skills required.
