SHOPS Project Technical Assistance to Innovative Health Financing Schemes
 
Vacancy: Distribution Training Consultant
 
Background: Strengthening Health Outcomes through the Private Sector (SHOPS) Project is a global five-year USAID-funded project, which aims to expand the role of the private sector, including NGOs and for-profit entities in the sustainable provision and use of high-quality health information, products and services. 

SHOPS builds upon decades of USAID support and leadership in private health sector programming, with an emphasis on exploring and advancing private sector innovations.
 
The core goals of SHOPS Project Kenya are:
 
(1) Expand access to priority health services (Reproductive Health/Family Planning, Maternal and Child Health, HIV/AIDS) provided by the private health sector in Kenya; and
 
(2) Increase the number of Kenyans covered by private healthcare financing mechanisms.
 
To make healthcare more affordable, health financing solutions are needed to help pay for healthcare services. 

Potential solutions include insurance, medical savings accounts, loans, vouchers, or any combination of these, often powered by innovative IT platforms.
 
SHOPS intends to support an Insurance Agency expand their distribution network, to include bank agents, to sell their low cost insurance product. 

The product is currently sold through the Bank’s branches across the country. 

The Agency’s target for the 2014 financial year is to sell 50,400 policies.
 
To achieve this target, the following technical assistance will be offered by SHOPS to the Agency to increase sales:
  1. Develop a sales training curriculum for Trainers of Trainers and bank agents.
  2. Develop tools for a paper based sales tracking and monitoring system.
  3. Train up to 200 future Trainers of Trainers (ToT) countrywide on product knowledge and sales tracking and monitoring of agencies.
  4. Train up to 30 external consultants as ToTs on sales and product knowledge. These ToTs will conduct the sales trainings of the Bank’s Agency operators.
  5. Train up to 3,000 Agency operators across the country with an estimated 2 participants from each Agency attending the trainings.
Scope of Work
 
The Consultant will be responsible for the following activities:

Serve as a trainer in training of 200 ToTs at various locations across the country.

Serve as a trainer in training of 6000 Agency operators (2 participants from each Agency) across various locations in the country.

Write a summary of the sales training activities.

1 day

Deliverables and Period of Performance : The consultant is expected to start June 15, 2014 and end the consultancy on September 30, 2014. 

The following deliverables are expected, with limited flexibility in their due dates:
  • Sales Training implementation report (Due: August 20, 2014)
Level of Effort: This Consultancy is expected to take 20 days of the Consultant’s time.
 
Required Minimum Qualifications
  • Graduate in Social Sciences/Business Studies
  • At least 3 years of micro insurance /microfinance experience
  • Good training facilitation skills
  • Good working knowledge of Microsoft Office applications

  • Excellent communication skills
  • Strong interpersonal skills and ability to work as part of a diverse team
