Terms of Reference: MLIS Consultant- Evidence Action
 
About Evidence Action: Evidence Action is assuming management and growth responsibility for two programs tested and incubated at Innovations for Poverty Action that are currently making a difference in the lives of millions of people in Africa and Asia: the Deworm the World Initiative (DTW) and Dispensers for Safe Water Initiative (DSW).

Evidence Action scales proven development interventions and crafts resilient business models for long run success.


Description
 
Evidence Action is providing Technical Support to a National Service Programme, which aims to:
 
1. Create enriching opportunities for over 30,000 unemployed Kenyan youth.
 
2. Improve educational outcomes for over 2 million primary school children.
 
3. Promote national cohesion.
 
As a part of this programme, Evidence Action seeks to recruit high performing recent university graduates to serve as Volunteer Graduate Assistants in primary schools, where they will provide education support and serve as ‘education ambassadors’ in the surrounding community.

This programme will also provide these volunteers with professional skills and increased access to top employers in Kenya.
 
Purpose of Consultancy: The Monitoring Learning Information Systems Consultant will contribute expertise in information management, assessment, monitoring and evaluation and data entry systems during the initial 2 months of the programme. 

The Consultant will liaise with the larger MLIS team at Evidence Action to ensure that structures, procedures and plans are in place such that the programme will integrate into the larger team. 

Specific goals and responsibilities are listed below.

Responsibilities
 
Strategy
 
Deliver on the following with support from the Monitoring Analysis and Research team:
  • Refine and improve a Theory of Change showing the causal links between assumptions, actions and outcomes for this programme
  • In collaboration with the MLIS cross cutting team design an overall strategy for monitoring the program processes, performance of volunteers, and learning outcomes (including sampling plan).
  • Interpret evidence and previous research on educational outcomes, youth employment and social cohesion/peace-building
  • Develop overall targeting strategy, to select the children that will be prioritized for volunteers to instruct.
  • Develop a system for selection of volunteers and matching of volunteers to schools.
Deliver on the following with support from the Data Quality and Management and Information System teams to:
  • Develop tools and instruments for conducting designed monitoring activities
  • Develop a strategy for data collection, entry and processing for this program that meets programmatic goals and aligns with Evidence Action’s overall systems
  • Develop information systems requirements document for the program
Qualifications
  • Masters Degree in a relevant field
  • 3-5 years in a research or monitoring/evaluation capacity
  • Experience working in East Africa preferred
  • Experience working in education and youth employment preferred
  • Strong competency in STATA, SPSS or other data analysis software needed
  • Results oriented and comfortable working in fast pace, dynamic environments.
This position is based in Nairobi, Kenya.
