Position: Senior Associate – Legal Advisor

About Evidence Action: Evidence Action is assuming management and growth responsibility for two programs tested and incubated at Innovations for Poverty Action that are currently making a difference in the lives of millions of people in Africa and Asia: the Deworm the World Initiative (DTW) and Dispensers for Safe Water Initiative (DSW). 

Evidence Action scales proven development interventions and crafts resilient business models for long run success.
 
Introduction: Evidence Action is an international Non-Governmental Organization that works with governments to scale development interventions and craft resilient models for long term success. 

These are interventions whose efficacy has been determined. Evidence Action Kenya is the largest country office, with its headquarters located in Nairobi. 

In Kenya, the organization is working with the government to upscale three Programmes: the Deworm the World Initiative, Dispensers for Safe Water and a national volunteer service programme.

Position Summary: The Legal Advisor will support the organization and its programmes to interpret, operate within, and where appropriate, influence the existing policies, laws and regulations of the Republic of Kenya. 

She/he will research and analyse the existing policy and regulatory environment and provide advice to maximize program impact, strengthen institutional relationships, and ensure compliance. 

S/He will draft contracts, Memoranda of Understanding between the programmes and other partners, other partnership agreements, and policy briefs.
 
This position is based in Kenya and the holder will be based in Nairobi. 

S/he will be responsible primarily for providing support to the Kenyan Programmes. 

However there is scope to expand to provide support to the Programmes in other countries within the region.

Specific Responsibilities
 
Partnership
  • Strategically engage with the government and other partners to meet programme objectives.
  • Strengthen current partnerships between Programmes and government
  • Negotiate new partnerships with both national and county governments
  • Ensure effective communication with partners
  • Develop and share policy briefs to partners
Policy Research:
  • Identify the relevant policies, regulations and laws for the portfolio of Programmes
  • Analyze the implications of those policies, laws and regulations for effective implementation of the Programmes.
  • Support the Programmes to with sound advice on how to position themselves within the existing policy environment.
Contracting:
  • Draft contracts
  • Draft partnership agreements, memoranda of understanding and protocols
  • Facilitate the signing of the agreements and memoranda of understanding
  • Ensure adherence to the agreements and memoranda so signed.
Report Writing
  • Write progress reports to be shared by government and partners
Qualifications
 
Education:
  • Degree or equivalent professional qualification in law or a relevant field.
Experience:
  • Substantial experience working with the government of Kenya.
  • Experience working with advocacy organizations
  • Demonstrated experience supporting the roles listed above
  • Substantial knowledge of the public sector in Kenya
  • Experience in conducting policy research, analysis and review.
  • Experience designing partnership arrangements between organizations
  • Experience supporting partnership between private organizations and the government of Kenya.
Knowledge and Skills:
  • Knowledge of Government operations and decision-making processes at the national and county levels.
  • Knowledge of the sectors of Education and Health in Kenya will be an added advantage.
  • Knowledge of the policies and regulations that guide the education and health sectors
  • Outstanding written and oral communication/presentation skills in English and Kiswahili.
  • Strong interpersonal skills.
  • Strong organizational skills.
  • Thorough knowledge of Microsoft Office software.
  • Intellectual flexibility and willingness to form and adjust opinions based on evidence.
  • Ability to work effectively as a member of a multicultural team of Evidence Action and non-Evidence Action personnel.
  • Experience with cross-ministerial work
