Role Overview:

Our client is continuing to develop one of the most sophisticated operational approaches to providing affordable education to MILLIONS of children. The School model includes a sophisticated set of custom developed systems, tools and processes that are used by all School Managers, as well as by support teams at Headquarters to audit, monitor and support all of the schools.

While the end-user (School Manager) technology at the school is limited to paper and a mobile phone, all of our systems and processes are underpinned by a sophisticated set of supporting and enabling technologies that allows schools to operate cost effectively and efficiently, with oversight by headquarters.

In this regard, our client is looking for a full time Software Engineer for Microsoft Dynamics NAV to join their technology team that powers and improves efficiency to enhance their competitive advantage.

Examples of the client’s Software Needs

The following are examples some of the software projects that are currently under development or consideration:
  Automated Student Payment Information System - manages billing, automatically updates database with data from banks and mobile payment systems, provides tools for operator to correct and assign payments, and uses SMS interface to send coded updates to Schools, and receive interactive SMS queries and remote error correction.
  • Customized integrated financial system - taking customizable financial package and integrating with payment information system, reporting tools, and developing additional tools for automated budget tracking, and SMS-based payment requests and school payroll.
  • Data Management and Dashboard/Reporting Tools for HQ staff to support schools – the client is developing tools that collect key performance data and provide dashboards/reports to allow support teams to monitor progress of our schools.
  • Android Mobile Phone App – The client is porting many of their paper-based processes at their schools to a mobile phone application on the Android platform to streamline school operations.
Main Tasks and Responsibilities
  • Requirements analysis and process mapping.
  • Solution design and development.
  • Implementation and debugging.
  • Data migration and end user training.
  • Integration of Microsoft Dynamics NAV with other custom systems.
  • In-house support for end-users.
Required Skills and Competencies
  • Degree qualifications in Computer Science or related technical field from a reputable institution of learning.
  • Microsoft Certified Dynamics NAV Business Management Solutions Developer.
  • An exceptionally talented coder with knowledge of C/SIDE, role tailored client and web services development in Microsoft Dynamics NAV.
  • You are familiar with professional software development practices such as source code control, defect tracking, unit testing and code reviews.
  • You love to write code and solve challenging problems
  • You are in expert in two or more of the following technologies:
  1. C#/.NET development
  2. MS SQL Server
  3. PHP/MySQL web development
  4. SugarCRM
  5. Android development
  6. SQL Reporting Services
Experience Required:
  • Minimum of 4 years experience developing and support of custom-built solutions in Microsoft Dynamics NAV for medium and large organisations.
  • Vast experience in integrating off-the-shelf and custom-built technologies.
  • Vast experience in taking software projects through the entire software lifecycle (requirements analysis, design, implementation, deployment, post deployment support).

ILRI is one of 15 centres supported by the Consultative Group on International Agricultural Research (CGIAR). ILRI has campuses in Kenya (headquarters) and Ethiopia, with other offices located in other regions of Africa (Mali, Mozambique, Nigeria) as well as in South Asia (India, Sri Lanka), Southeast Asia (Laos, Thailand, Vietnam) and East Asia (China).

This position would be part of the team developing, piloting, assessing the impact of, and scaling-up index-based livestock insurance (IBLI) products. A comprehensive pilot has already been launched in Marsabit district of Northern Kenya and research into its implementation in Southern Ethiopia has already begun (see, www.ilri.org/ibli).

The successful applicant will play a central role in managing and coordinating the research operations for the team. The IBLI project conducts two large annual household surveys in Northern Kenya and Southern Ethiopia and several other specialized modules throughout the year. It also utilizes a suite of remotely sensed data.

This position involves coordinating and supervising the implementation of these surveys and will be expected to contribute to survey and research design as well as data analysis This position also entails overseeing data cleaning and storage, writing reports based on analyzed data and contributing to research papers.

Responsibilities
  • Contribute to the design of the IBLI research for development agenda (survey instruments, implementation strategy, implementation, data collection and analysis).
  • Oversee management of project data: data cleaning and storage, data inventory, data analysis, data mapping.
  • Prepare comprehensive survey codebooks that fully describe the survey design, data collection methods, cleaning and inventory process.
  • Prepare research reports analyzing and summarizing data.
  • Communicate and disseminate research findings which should include participation in meetings and workshops, giving periodic presentations to participating institutions, and communicating to policy makers through web and popular media.
  • Contribute to help strengthen existing partnerships and build new and innovative research partnerships.

Requirements
  • A Masters in Agricultural Economics, Development Economics, Statistics, Rural Development or other relevant discipline
  • Minimum of 6 years experience in quantitative and qualitative data collection and analysis; experience must involve both field work and survey implementation as well as data analysis and report writing.
  • Sound knowledge and experience of STATA, a statistical software package.
  • Demonstrated experience with data management and relevant applications.
  • Knowledge and experience of GIS and related remote sensing applications is a huge plus.
  • Knowledge and experience of programming language such as Fortran 90 is also beneficial.
Terms of appointment:

This is Nationally Recruited Staff (NRS) position based at ILRI’s Nairobi campus and is on initial 2 year contract renewable subject to satisfactory performance and availability of funding. Salary and benefits will be in line with those provided within ILRI’s NRS scheme.

Job level and salary: This position is job level 3A and starting salary is KES 164,833 per month. This is exclusive of other benefits provided by ILRI.

The position: ILRI seeks to recruit a Postdoctoral scientist within its Poverty, Gender and Impact team. This position would be part of the team developing, piloting, assessing the impact of, and scaling-up index-based livestock insurance (IBLI) products.

A comprehensive pilot has already been commercially launched in Marsabit District of Northern Kenya and research into its implementation in Southern Ethiopia has already begun (see, www.ilri.org/ibli).

Interest from donors, development partners, and government requires scaling up of the Marsabit pilot into other arid districts of Northern Kenya.

With this position we seek someone to help spearhead the design and evaluation of IBLI products for the scaling up effort in Kenya. IBLI is currently modelled by fitting a statistical relationship between remotely-sensed NDVI (Naturalized Difference Vegetation Index) and area-average livestock mortality data.

As this relationship changes across space, different statistical relationships need to be modelled and different products designed and priced. The successful candidate will develop improved modelling techniques to expand contract precision and coverage. Ideally, the candidate will also contribute to evaluation of IBLI product impacts on household and individual behaviour and well-being.

Responsibilities
  • Design IBLI contracts for select arid districts of Northern Kenya: model the product and price risk across a range of possible contract options;
  • Develop modeling techniques/methods that allow for greater spatial coverage and improved precision of IBLI product with the use of a minimal set of data;
  • Lead the design of a data collection instrument for data relevant to the development of IBLI contracts and help field these efforts;
  • Help design and operationalize impact evaluation of IBLI products;
  • Liaise with local insurance companies and international reinsurance companies;
  • Contribute to the development of an industry-wide capacity in the design and comprehension of IBLI products;
Requirements:
  • A PhD in Agricultural Economics, Development Economics, Financial Economics, Operations Research, Statistics, Computational Finance or any related field;
  • Have a demonstrated understanding of risk analysis, risk pricing and design;
  • A record of publications that demonstrates strong analytical, empirical and writing skills and shows promise and high capacity;
  • Ability to work in multi-disciplinary and multi-cultural teamsand a strong and effective communicator;
  • Knowledge and experience of handling large GIS and remote sensing data.

ILRI seeks to recruit an Economist as part of its Poverty, Gender and Impact team. Under the leadership of the team leader and in coordination with other research staff within the team and the Institute, the appointee will develop and implement research on the multiple roles of livestock in rural livelihoods and how livestock’s contribution to poverty alleviation can be enhanced.

Specific responsibilities will include developing and leading implementation of monitoring and evaluation strategies for the CGIAR research program of Livestock and Fish and other large ILRI programs. The appointee will bring strong quantitative skills to a multi-disciplinary team working with mixed methods and approaches to identify and evaluate livestock-based strategies and options to reduce poverty, inequity and vulnerability for livestock-dependent people and communities.

Responsibilities
  • Quantify the contribution of livestock to the livelihoods of the poor and the actual/potential impact of livestock-related strategies and interventions on poverty and vulnerability;
  • Develop and support implementation of monitoring and evaluation strategies for ILRI programs including the CGIAR research program on livestock and fish, leading the collection, management, analysis and reporting of baseline, evaluation and impact assessment data;
  • Identify factors that constrain or enhance the ability of the poor to keep livestock or to benefit from innovations along the livestock value chain, and extract lessons for policy and program design;
  • Participate in team resource mobilization efforts, including donor relations and proposal development;
  • Working closely with the team leader and others, contribute to defining ILRI’s research agenda in the area of livelihoods, evaluation and impact assessment and in the building and managing a team to implement it;
  • Contribute to the formation and strengthening of strategic partnerships that are relevant to the research theme;
  • Serve as an ambassador for ILRI and represent the Institute in research, donor, partnership and other fora as required. This includes developing and delivering effective external communications about the PGI team and ILRI as a whole.
Requirements:
  • A Ph.D. in agricultural economics, economics, or other agricultural or social science with strong minor in economics or statistics;
  • Expert disciplinary knowledge related agricultural and rural development, poverty analysis, and evaluation and impact assessment methods;
  • Excellent skills in data base management and quantitative data analysis, and experience analyzing farm and household surveys and panel data sets;
  • At least 5 years’ experience working on poverty analysis and quantitative evaluation of agricultural and rural development programs;
  • Experience with mixed-methods (e.g. qualitative, quantitative, spatial) evaluations and gender analysis will be highly desirable;
  • Work experience in developing country(s) and willingness to travel extensively;
  • Experience with livestock or livestock-related research and development;
  • Well developed understanding of the interface between research and development and experience using research and evaluation results to improve development programming
  • Well developed research ability with proven originality, creativity and innovation culminating in a substantial contribution to knowledge;
  • Demonstrated ability to form and work effectively in multi-regional teams with members drawn from a diverse range of nationalities, cultures and scientific disciplines
  • Well developed oral and written communication skills;
