Assistant Manager Procurement –HCA / AMP / 01

Reporting to the Manager, Human Capital & Administration, the Assistant Manager Procurement is responsible for the Management of the supply chain function at the Authority which includes procurement of goods, works and services, disposal of obsolete, unserviceable and surplus stores, inventory management and contract management; coordinating all procurement activities thereof and coordinating the internal monitoring and evaluation of the supply chain function to ensure compliance with Public Procurement Laws, Regulations and Practices.

Main Duties & Responsibilities
  • Leading and managing the procurement function while ensuring governance and compliance with the public procurement regulations, including;
  • Development, facilitation, implementation, monitoring & review of procurement plans;
  • Developing and streamlining the procurement function in line with and in compliance to the Public Procurement Act 2005;
  • Develop, review, facilitate and implement management initiatives for cost reduction plans;
  • Undertake contracts negotiation, review and management in conjunction with the respective directors and heads of departments;
  • Performs secretarial role to the Authority’s Tender Committee and Disposal Committee;
  • Coordinate the preparation offor advertisement , opening and evaluation;
  • Recommend a negotiating team for appointment by the Accounting Officer where negotiations are allowed by the Act and Regulations and participate in such negotiations;
  • Monitor contract management by user departments to ensure implementation of contracts in accordance with the terms and conditions of the contracts;
  • Advise the Authority on aggregation of procurement to promote economies of scale;
  • Prepare and submit to the PPOA ( Public Procurement Oversight Authority) quarterly procurement reports as required;
  • Coordinate preparation of the Authority’s Annual procurement Plans;
  • Provide information, as required for any petition or investigation to debar a Tenderer or any investigation under review procedures;
  • Liaise with PPOA and other bodies on matters related to procurement;
  • Advise directorates and staff on all matters to do with procurement of goods and services in line with the provisions of the Procurement Act and the Regulations.
Academic qualifications
  • Degree in Commerce, Economics or Supplies Management;
  • Relevant Masters Degree is added Advantage.
Professional Qualifications and Experience
  • Diploma in Purchasing and Supply Management;
  • Minimum of four (4) years of relevant experience with 3 years at senior level;
  • Knowledge of the Public Procurement Act and Regulations;
  • High level of attention to detail, high integrity, good analytical and report writing skills; effective interpersonal skills, materials management skills, negotiation skills, record keeping skills, customer relations and computer skills.

Head of Bacteriology

The individual will be responsible for the planning, management, and day to day running of all tests carried out by the Bacteriology Department.

Main responsibilities
  • Drafting and reviewing of all Bacteriological Standard Operating Procedures, Work Instructions and the generation of relevant Operator Training Records (OTR’s) and Reports in the agreed UKAS ISO 17025 format for approval by the Quality Manager.
  • Ensuring that all tests carried out in the Department conform to the SOP’s & Work instructions are properly documented and available for subsequent inspection
  • Maintenance of records of departmental tests
Qualifications and experience
  • BSc or Higher National Diploma in Microbiology
  • Minimum Higher National Diploma in Microbiology
  • Working knowledge of ISO 17025
  • General equipment maintenance
  • Sound knowledge of laboratory safely guidelines
  • Skills in Leadership, good communication, customer care, and have an ability to train staff.
  • Minimum 10 years in practical diagnostics, bacteriology and serology

Managing Director

Lake Victoria South Water Services Board is responsible for the efficient and economical provision of the water and sanitation services within its area of service. It provides these services through Water Service Providers (WSPs) or Water Companies.

The Board has contracted Tililbei Water and Sanitation Company, based in Kapkatet as an agent (Water Service Provider) to supply water and sanitation services in Kericho and Bomet County region.

The Company (Tililbei Water and Sanitation Company), intends to recruit a self driven, result oriented, highly motivated and qualified individual to fill the position of the Managing Director on a three year renewable contract terms of service.

Duties and Responsibilities

The required person will be reporting to the Company’s Board of Directors and shall have the overall responsibility of planning, directing and controlling the operations of the Company to ensure that it effectively provides water and sanitation services in its area.

He or she will be responsible for the following specific duties and responsibilities:-
  • Direct and coordinate the operations and overall administration of the Company
  • Formulate and implement strategies, policies, business plans, and annual operating budgets including projections of development facilities.
  • Implement the Service Provision Agreement between the Company and LVSWSB.
  • Implement the negotiated Performance Contract between the Company and LVSWSB.
  • Ensure proper management of funds, property of the Company and assets of LVSWSB.
  • Ensure that there is effective communication between the Company and the stakeholders.
  • Ensure continuous improvement in the provision of quality water and sanitation services.
  • Ensure effective collection of revenue and maintenance of good customer care practices.
  • Attend to staff matters including, appointments, welfare, training, industrial relations and effective management of succession plans.
  • Foster a corporate culture that promotes ethical practices and good corporate citizenship.
Required Qualifications

The successful candidate should be in possession of:-
  • A degree in Civil Engineering, Commerce, Economics or any other relevant degree from a recognized University.
  • Have at least 8 years experience in a senior position in a competitive environment.
  • Have good management and leadership skills.
  • Should be computer literate and a person of high integrity.
  • Possession of experience in a service utility environment will be an added advantage.
