Reports to: This position reports operationally to the General Manager and functionally to the Director of Operations and Director of Security, respectively;

Main Responsibilities
  • Responsible for the daily operations of the sports center;
  • Responsible for recruiting, training, managing including scheduling and disciplining of the gym staff;
  • Provide appropriate training opportunities and forum for the gym trainers such as ZIM, etc;
  • Responsible for recruiting, training and managing maintenance staff, ensuring that all facilities are in working order and preparing daily maintenance check list and submitting it to the GM;
  • Ensuring that all repair works are authorized and completed in a timely manner as per the policy;
  • Keeping proper records of all repairs and maintenance done at the sports center;
  • Keeping catalogues of vendors and suppliers of spare parts and negotiate prices and preparing appropriate contracts and MoUs for approval by the Board
  • Ensuring cleanliness and maintenance of the cricket ground, landscaping, etc;
  • Ability to enforce policies under the guidance of Director of Operations
  • Providing support to institutions in use of facilities as and when directed;
  • Be well versed in general security matters, precautions and principles, etc;
  • Familiarity with security tools and equipment, scanners, metal detectors, bomb blankets, etc;
  • Ability to respond to any security threats under the guidance of the Director of Security;
  • In consultation with the Director for Security, implement security measures, access controls as required and monitor it to protect the premises;
  • Liaise with Risk Management staff and Security personnel;
  • Develop contacts with the UN and other diplomatic security channels;
  • Ensuring security of the members, staff and premises at all times by being vigilant and keeping up to date knowledge of the security alerts, threats and issues in the region;
  • Daily review the CCTV tapes and bring any unusual activities of the members, staff or user of the premises to the attention of the Director of Security
  • Ensuring regular and efficient communication between General Manager and respective Directors on matters concerning repairs and maintenance;
  • Maintain and improve quality of facilities through establishing system of daily checks, maintenance and timely repairs as and when required;
  • Responding to emails, queries and phone calls in a professional and timely manner and writing professional reports when necessary;
  • Enforcing policies, procedures, rules and regulations of the sports center;
  • The OM will keep GM informed at all times.
Desired candidate should be:
  • High school degree with a minimum 5 year experience in a management position
  • At least 5 years of experience in general maintenance and operation
  • At least 3 years of experience in a gym or a health club environment
  • Some experience in Security matters, principles and guidelines
  • Basic knowledge of various equipment used in gym
  • Knowledge of Microsoft Excel, Microsoft Word, Microsoft Outlook
  • Good oral and written communication skills in English language

Cardno Emerging Markets USA, Ltd. (Cardno) is seeking a Director, Finance & Operations for a USAID-funded Strength- ening Decentralization for Sustainability (SDS) project in Uganda. 

The program supports local governments in Uganda to improve social service delivery. 

With emphasis on health, education, and services for orphans and vulnerable children, the program collaborates with the Ministry of Local Government and other USAID-supported partners to strengthen processes and structures of decentralized governments in 35 districts to offer quality services to communities.

The Director of Finance & Operations is responsible for overseeing project finances and directing operations (procurement, HR and logistics). 

S/he will enforce policies and procedures in line with USAID regulations, Cardno policies, and Uganda law. 

S/he will work closely with Cardno home office (HO) on improving or developing new policies where needed, as well as fulfilling financial reporting requirements to USAID. 

This position is expected to manage/supervise 12-13 reports.

Specific Tasks and Responsibilities:
 
Finance:
  • Track expenditure to ensure spending is in line with field operational budget
  • Develop funding requests to HO based on upcoming project activities and in line with field budget
  • Supervise financial management of the project, responsible for accuracy of statements and fund requests provided to home office and USAID
  • Provide timely and accurate feedback/responses to HO queries
  • Work closely with the Director of Grants to ensure funds are available for grant disbursements and that grant disbursements are made in line with the requirements of the grants manual
  • Support the Finance Team in implementation of systems and procedures.
Procurement & Logistics:
  • Manage procurement function in HO and support regional offices in the management of smaller procurement

IT

HR

Qualifications

Invitation for a Request for Prequalification (RFQ) from Consortia of Engineering, Procurement & Construction (EPC) Contractors and Experienced Operators for the detailed design, engineering, construction and long-term contract operation of the Nairobi Commuter Rail Project

a Public Private Partnership (PPP) between Kenya Railways Corporation (KR) and InfraCo Africa

KR is a public enterprise under Cap 397 of the Laws of Kenya, mandated to provide railway commuter services in major cities in Kenya. InfraCo Africa is a donor-funded privately managed project development company.

KR and InfraCo Africa are jointly developing the Nairobi Commuter Rail Project to implement a reliable and efficient commuter rail service through the modernization and expansion of the existing railway system in the Nairobi Metropolitan Area.

KR and InfraCo Africa are seeking a consortium of an EPC Contractor and an Experienced Operator. 

The EPC Contractor will provide the detailed engineering design of the railway project, procure all components, including rolling stock, and build the rail system, and the Operator will be the contract operator for a long-term period after the commissioning of the commuter rail system. Phase 1 of the design build scope of work will include:
 
1. The rehabilitation and upgrading of track within the operating area of the commuter rail system comprising approximately 62 km of meter gauge railway, including the doubling of approximately 15 kilometers of existing lines, and the construction of a new 6.5 km line connecting the existing mainline at Embakasi Station to the Jomo Kenyatta International Airport (JKIA);
 
2. Construction of new stations bridges and rehabilitation of existing ones;
 
3. Construction of maintenance and fueling depots;
 
4. Design, procurement and installation of new signaling, communication and train control systems, operating equipment including ticketing systems; and
 
5. Procurement of new rolling stock.

The Operator will be responsible for the safe, reliable and efficient operation of the system. 

The system is expected to initially comprise 10-15 commuter train sets operating over 4 lines, one of which will be a new express link to the Jomo Kenyatta International Airport from the Nairobi Central Station. 

The Operator will have experience in the operation of passenger rail systems, ideally in emerging market countries and have technical and operational resources sufficient to support their important role in the Project during the development and operational phases.

The PQQ and prequalification criteria will include, among other elements, the project development experience of the consortium and its capability to support the financial commitments required by bankable EPC and Operations and Maintenance (O&M) contracts.

The completed PQQ must be submitted in its entirety via electronic mail delivered to the addresses below, marked ‘’Prequalification Questionnaire for EPC Contractor & Operator Consortium – Nairobi Commuter Rail” by not later than 23.59 hours on 25th September 2012. 

Consortia deemed prequalified by InfraCo and KR will receive the Request for Proposals (RFP). 

Only prequalified consortia will receive the RFP and be allowed to submit bids.
 
Parties who have previously expressed interest in the role of either EPC Contractor or Operator or both must request a copy of the PQQ and submit a completed PQQ in line with this procedure.
