We are retained by Lake Victoria Region Local Authorities Cooperation, LVRLAC to identify qualified individuals from East Africa member countries to fill a vacancy in their headquarters in Entebbe, Uganda.

LVRLAC is a networking organization with a current membership of one hundred Local Authorities in the Lake Victoria Basin of East Africa.

It was founded in 1997 with a mandate to coordinate and strengthen collaborative efforts by Local Authorities within the Lake Victoria Basin towards sustainable utilization, management and conservation of the shared natural resources in the Basin.

Its mission is to facilitate member Local Authorities through building of strategic partnerships, harmonization of policies and promotion of knowledge on best practices that enhance the capacity of Local Authorities to provide better living standards, services and opportunities for sustainable development in the Lake Victoria Region.

Our client is seeking to recruit suitable professional for s strategic programs. The post is tenable for a period of 15 months and carries competitive benefits.

Main duties and responsibilities:

The Environment Officer will be responsible for region wide environmental oversight of the co-operation, policy concerns relating to the environment. He/she serves as the primary source of environmental policy expertise, guidance, direction and support to all LVRLAC programmes/interventions.

The Environment Officer serves as the chief point of contact with disaster recovery management for environmental guidance and support. The support takes the form of policy guidance, technical assistance, appropriate environmental review of disaster recovery projects and determination of environmental compliance with applicable regulations.

Key results areas are:
  • Plan and undertake Environment assessments for LVRLAC Membership and member Local Authorities to determine and prioritize the adaptation/mitigation needs at the various levels.
  • Develop and implement/deliver relevant environment related proposals suitable for funding in line with the environmental trends like climate variations.
  • Competence in implementing environment projects within LVRLAC and other stakeholder approved guidelines.
  • Provide assistance within the Lake Victoria Basin Region regarding the statutory and regulatory considerations pertaining to environmental compliance like NEMAs, NAPAs and EAC Climate change policy.
  • Assist Member Local Authorities in adoption of environmentally friendly best practices as per vulnerability clusters.
  • Support the development and improvement of projects within the mandate and scope of LVRLAC.
  • Develop and assist staff in environmental awareness programmes.
  • Compile and analyze information on best practices and lessons learned in Environmental related interventions and outreach activities and disseminate this information to target audiences through reports, brochures, e-newsletter, websites, etc.
Job requirements
  • A masters degree in environmental science, environmental engineering or urban environmental planning and management
  • Five years working experience at management level in the relevant field
  • Experience in working on issues of sustainable development
  • A good grasp of the regional environmental issues and policies in relation to the LVRLAC member local authorities
  • Well developed communication skills (verbal, written and e- communication)
  • Experience in project management
  • Experience in research and publication in the line of environment issues in the region
