Study on Socio-Cultural Dynamics and Community Structures in Samburu and Baringo Districts

Background Information

UNFPA is seeking a consultant(s) to undertake a study on socio-cultural dynamics and community structures in Samburu and Baringo Districts that perpetuate and promote FGM/C. Baseline surveys have been conducted in 5 Districts to determine the prevalence of FGM/C and enhance our collective knowledge on the complexity of the practice and factors that determine perpetuation of FGM/C.

However, the surveys revealed that FGM/C though reducing gradually, it is still prevalent in the respective regions despite various anti–FGM/C interventions We need to confirm why FGM/C is still persistent, what structures promote it and find out whether there are structures that can support abandonment of the practice

The objectives of the research on socio-cultural dynamics are to:
 
  • Establish the nature of social interactions among the Baringo and Samburu communities and identify what motivates people to undertake FGM/C.
  • Identify the political, socio-cultural and economic practices of the communities that perpetuate FGM/C;
  • Identify the “Power Brokers” who can be used to influence other community members to abandon FGM/C;
  • Document other cultural practices that impede the attainment of rights for women and girls;
  • Identify the elements that hold FGM/C as a social norm and how they operate;
  • Measure the magnitude the social norms related to FGM/C and whether there is room for change;
  • Identify positive deviants within the community to influence other members of the community bound by FGM/C as a social norm;
  • Identify social networks structures and the dynamics which can be used to lead the campaign for the acceleration of the abandonment of FGM/C;
  • Devise ways to measure and monitor social norms relating to FGM/C.
Qualifications of Consultant(s)
  • A Masters or higher Degree in Gender, Law or any other Social Sciences
  • 5 years experience in gender and development with a bias towards GBV/FGM/C
  • Experience in conducting research or analysis, baseline surveys and assessments
  • Excellent written and oral communication and analytical skills
  • Excellent facilitation skills and ability to conduct high level meetings

Expression of Interest

Interested Consultants (not firms) are invited to send a clearly marked separate technical proposal and a separate financial proposal in sealed bids to the undersigned address no later than 15 July 2011 at 12.00 Noon.

The technical proposal should explain the methodology, timeframe of the exercise and provide examples and profiles of similar work done in related fields. The financial proposal should contain the budget.

The bids should be clearly with the technical and financial as well as the title of the consultancy “RFP/001/2011- DEVELOPMENT OF A SESSIONAL PAPER TO THE NATIONAL POLICY FOR THE ABANDONMENT OF ON FEMALE GENITAL MUTILATION/CUTTING IN KENYA” and delivered at block Q Room 205.
