The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people.

NRC advocates for the rights of displaced populations and assist within the sector of shelter, education, emergency food security and distribution, camp management and legal assistance.

The Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its programme to Kenya in 2006 and to Ethiopia in 2011. NRC has mainly focused on Somalis who are displaced by the ongoing conflict and more recently by the drought and famine.

The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia, Kenya and Ethiopia.

The NRC Horn of Africa mission is an expanding program. NRC has been operating in Somaliland since 2004, in Puntland since 2006, and in South Central, with presence in Mogadishu, since January 2007.

NRC started its operations in the refugee camps in Dadaab in February 2007 and intiated shelter activities in the Rift Valley region of Kenya in 2011 before launching a shelter program in Dolo Ado (Ethiopia) in May 2011.

Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and distribution.

Programs target both emergency responses to acute crises as well as the capacity to address recurring protection needs of refugee or IDP populations through durable solutions. Obtaining and maintaining access to the displaced populations remains the main operational challenge in the Horn of Africa region and in particular in Somalia.

The Horn of Africa mission is supported through a Regional Office in Nairobi, Kenya. Staff, International: 20. National: 240, Expected turnover for 2011: Approximately 40 million USD.

The Human Resource (HR) and Administration Manager will report to the Regional Director (RD) in Nairobi, Kenya. The purpose of the position is to develop, manage and implement operations support in the Horn of Africa Mission in the field of Human Resources and Administration.

  • Undertake a review and evaluation of the current HR policy and routines in the mission to identify gaps and weaknesses.
  • Based on the review and in cooperation with the Regional Director/RD, Country Directors (CDs) or Area Managers (AMs), develop a new HR policy/strategy tailored for regional Horn of Africa program and in line with NRC policies and guidelines.
  • Ensure that HR plans are developed in all the field offices and are implemented in line with the NRC rules and regulations.
  • In close cooperation with NRC Oslo and Regional Management team take lead on the recruitment of international and national staff.
  • Ensure that national staff capacity building plans are developed and implemented, and that all routines and procedures in all the countries and the offices in the region are standardised and streamlined.
  • Review and redesign the structure of the Administration and HR departments in Somalia, Kenya and Ethiopia to ensure that the structures are adequate for program implementation.
Administration:
  • Ensure that administration systems, policies, guidelines and routines are developed and implemented.
  • Develop and implement a regional administrative strategy for all the countries and field offices in the mission.
  • Develop computerised archive systems in close cooperation with NRC Oslo and the field offices in the region.
  • Ensure that all agreements, permits and licenses necessary for NRC’s operations are in place.

Qualifications
  • Minimum 7 years experience as a Human Resource and Administration manager.
  • 5 years NGO or UN experience.
  • Relevant higher education degree or other relevant educational background combined with relevant professional experience.
  • Demonstrated management and leadership skills.
  • Proven capacities in team building.
  • Strong communication, interpersonal, analytical and negotiation skills.
  • Significant understanding of complex emergencies and crisis contexts.
  • Political and cultural awareness and experience of working where insecurity is a major issue.
  • Solid experience of work with windows based computer software, and modern accounting-systems.
  • Fluency in English, both oral and written.
  • Proven skills in report/proposal writing.
  • Holder of a valid and clean international driver’s licence.
  • Knowledge of Somalia and Kenya and/or the Horn of Africa region is an asset.
We offer

Commencement: ASAP.

Contract period: 12 months with possible extension

Salary/benefits: According to NRC’s general directions, approximately NOK 45.000,- (€ 5.900) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.

Duty station will be Nairobi, Kenya, with extensive travel to Somalia and Ethiopia.

This is a family duty station.

Programme follow up will require frequent travelling in the provinces of operational area.

Recreational and social facilities are limited, and accommodation is modest.

International staff members can be required to live in joint accommodation.
