The Pastoralist Community Initiative Development and Assistance (PACIDA) is an indigenous, non-sectarian, development and humanitarian organization registered as Non- Governmental Organization (NGO) with the NGO Coordination Board in 2008.

PACIDA envisions bridging the gap between the local community and the outside world through community-driven development initiatives for long-term sustainable benefits.

The organization exists “To facilitate the wellbeing of pastoral communities in Northern Kenya through community empowerment and support to various social and economic development programs.

Pastoralist Community Initiative and Development Assistance (PACIDA) wishes to recruit a qualified and competent person to fill the position of a Finance and Administration Manager position with the following details.

Location: Marsabit, Kenya

Job Summary; The Finance and Administrative Manager will be overall in charge of the financial and administrative functions of the PACIDA.

S/He will provide technical and management oversight for budget development and budget compliance, procurement, grant management, financial reporting and ensuring compliance to PACIDA and donor requirements and will be responsible for audit preparations.

Specific Responsibilities;

1. Participate fully in the preparation of annual organization budgets and budgets for individual projects

2. Monitoring the budget performance on a regular basis for all funding sources, projects and individual budget lines and briefing the Management and other relevant project staff as required via oral or written memoranda

3. Consolidate and interpret all financial data coming into the PACIDA to ensure that accurate and timely financial information is presented to management and project staff for decision making

4. Responsible for ensuring the complete documentation of all PACIDA financial transactions

5. Responsible for overseeing and ensuring that all Organization financial transactions are in compliance with PACIDA financial systems, donor requirements and the laws of Kenya

6. Overseeing the preparation of the monthly MOR and it’s submission to the management

7. Organizing for internal and annual external audits for the organization and for grantees as required.

8. Participate in the recruitment of other finance and administrative staff of PACIDA and overall supervision of all finance and administrative staff, ensuring timely performance appraisals.

9. Review all requests for payments, project and travel advances and all submitted accountabilities and advise the management on their acceptability in line with project budgets and PACIDA financial management guidelines.

10. Oversee the management of an assets inventory for the organization

11. Oversee the management of all procurement processes in the organization to ensure compliance to PACIDA and donor requirements.

12. Any other duties as may be assigned by the Executive Director or his/her designate

Relations:

The Finance and Administrative Manager will be directly supervised by the Executive Director and closely work with the Programme Coordinator.

S/He will work in close collaboration with project managers and program staff and will be responsible for maintaining close and cordial relationship between the management and the Finance and Administrative staffs.

The FAM will be responsible for maintaining the integrity and confidentiality of PACIDA financial records and ensuring confidentiality of the organization budget.

Required Qualifications and working experience:

1. At least a Bachelor of Commerce or Accounting degree with a recognized University

2. Minimum of 5 years working experience with progressive levels of responsibility in Non-governmental organization

3. Advance post-graduate training in accounting and/or management, certified member of the ICPAK

4. Experiences in working with NGO different donor programs.

5. Familiar with the Common Financial Standards for Project Management which were adopted by the General Assembly of Caritas Internationalis in June 1999

6. Work experience in a multi donor program as well as past work experience in managing ECHO funded programs and would be a strong added advantage.

7. Understanding and respecting Caritas Internationalis' child protection regulations (CODE OF CONDUCT to protect children and young people from abuse and sexual exploitation)

8. S/He should have a clean past record of integrity.
