Qualifications, Requirements, Duties and Responsibilities

Requirements for Appointment

For appointment to this grade, an officer must have:-

(i) Served for at least eighteen (18) years in Accounting/Finance/Auditing, three (3) of which should be at the grade of Deputy Director Job Group ‘Q’ or its equivalent position in the Public/Private Sector. Job Group ‘R’, for a minimum period of three (3) years or its equivalent;

(ii) Bachelors of Commerce Degree (Accounting Option) or Certified Public Accountants (CPA) Final or ACCA level III or its recognized equivalent qualification.

(iii) Masters Degree in any of the following: Commerce, Accounting, Business Administration, Finance, or their equivalent qualification from a recognized institution.

(iv) Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) or any other Professional Body

(v) Must have attended a Senior Management course

(vi) Demonstrated merit and ability as reflected in work performance and results.

(vii) Computer literacy

Duties and Responsibilities

The officer will be responsible to Commission Secretary/CEO for the efficient and effective management of the Accounting function in the Commission.

Specific duties and responsibilities will be:

(i) Preparation of Annual Financial Standard for the Commission;

(ii) Collating, analyzing, storing and disseminating data in the relevant Annual Sub-Heads;

(iii) Implementation of adequate Accounting Systems and Controls and maintenance of sound Financial Records;

(iv) Ensuring that all payments including statutory deductions are paid on time

(v) Account for Grants;

(vi) Ensure that all Accounting Performance targets are met;

(vii) Carry out any other financial functions as may be required from time to time.
