The Constitution of Kenya 2010 inter alia mandates the Judiciary to dispense Justice without undue delay. In order for the Judiciary to be responsive to this constitutional requirement, it is imperative that the Judiciary decentralizes most of its administrative and governance functions to the Regions, Counties and eventually to the Court Stations. 

 

The decentralization of these functions will ensure reduction of bureaucracy and the turnaround time for decisions and actions within the Judiciary.


The Judiciary now seeks to recruit from among its ranks top calibre employees in the Human Resource, Administration, Finance, and Information Technology functions. 

 

We seek staff with appropriate competencies and experience to lead the decentralization of these functions and the global transformation as guided in the Judiciary Transformation Framework (JTF) at regional levels.


The Judiciary also seeks to recruit competent and experienced staff at the Headquarters to lead the ambitious ICT strategy being rolled out.


For the purpose of administrative decentralization the Judiciary has divided the country into 17 Regions each Region being made up of several counties and each County in turn made up of several Court Stations.

Regional Assistant Director, Human Resource and Administration

Overall purpose of the job


Reporting to the Regional Resident Judge (and functionally to the Director, Human Resource & Administration) the incumbent will provide leadership in Human Resource and Administration functions in a large region.


The Assistant Director, Human Resource & Administration will co-ordinate a number of sections in the Human Resource and Administration Directorate at the Regional Headquarters and will be the overall in-charge of the devolved Human Resource & Administration function in the Counties and Court Stations in the Region.


Duties and Responsibilities


This will depend on the area of deployment the incumbent will be required to:-

  • Be the overall in-charge of the Human resource function in the Region;
  • Coordinate all administrative functions of the Region including;

a. Transport
b. Security
c. Buildings and Maintenance

  • Assist in the development of an effective Human Resource, Administration, Transport and Maintenance procedures;
  • Coordinate activities leading to directorates targets in the region as indicated in the Annual Performance Contract, Strategic Plan, Judiciary Transformation Framework and other reform programmes that Judiciary may participate in;
  • Oversee the annual staff performance target setting and appraisal as part of the reward management system;
  • Prepare annual Regional directorate budget in conjunction with the Assistant Finance Director;
  • Ensure the implementation of human resource and administration strategies in the region in line with the integrated comprehensive strategic framework;
  • Assist in the planning, co-ordination, organization and direction of human resource and administration functions in the region;
  • Act as the secretary to the Regional Human Resource Advisory Committee;
  • Facilitate the dissemination of policies, regulations and other communications from the Headquarters to the Region;
  • Analyze the staffing levels in the Region and make proposals for succession planning;
  • Analyze the utilization and proper deployment of human resource in the Region;

Regional Principal Human Resource And Administration Officer,

Reporting to the Regional Resident Judge (and functionally to the Director, Human Resource & Administration) the incumbent will provide leadership in Human Resource and Administration functions in a small region. 

 

The size of a Region is determined by the number of court stations in the Region.


The Principal, Human Resource & Administration Officer will co-ordinate a number of sections in the Human Resource and Administration Directorate at the Regional Headquarters and will be the overall in-charge of the devolved Human Resource & Administration function in the Counties and Court Stations in the Region. 

 

Duties and responsibilities will depend on the area of deployment and will be similar to those of the Assistant Director Human Resource & Administration but for the smaller region.

The successful candidate will:

  • Possess a Masters degree in Human Resource Management/Industrial Relations/ Public or Business Administration (Human Resource Management) from a recognized University/ Institution;
  • Have at least 6 Years experience in leading the Human Resource or Administration function of a busy organization;

Reporting to the Director ICT the incumbent will provide leadership in Networks and System Administration in the Judiciary.


Duties and Responsibilities:


The incumbent will be required to:-

  • Coordinate Systems and Network administration (security management, user account management, e-mail systems including e-mail web server and internet access);
  • Administer the Judiciary Information and Communications Network; make required adjustments to the network to ensure optimum network performance;
  • Install, upgrade, configure, and repair local and wide area network hardware and infrastructure;
  • Ensure the security of data from internal and external attack.
  • Perform technology needs analysis;
  • Advise on plans, implementation, and support of the network and computing infrastructure;
  • Design and manage network infrastructure projects according to agreed upon budgets and schedules;

Overall purpose of the job


Reporting to the Director, ICT the incumbent will provide leadership in Hardware specifications and maintenance in the Judiciary.


Duties and Responsibilities:


The incumbent will be required to:-

  • Coordinate receipt and allocation of IT assets and ensure optimal deployment of resources.
  • Maintain an ICT Assets Register.
  • Coordinate liaison with maintenance service providers.
  • Install, assemble and configure all computers and peripherals such as servers, monitors, printers, scanners and related hardware.
  • Troubleshoot problems with computers; make repairs and corrections where required.
  • Ensure that all servers and other IT equipment in the Judiciary are properly maintained and kept in working order.
  • Ensure that ancillary equipment that impact on ICT like air conditioners, fire suppression, UPS equipment and electricity generators are in serviceable state throughout the Judiciary.
  • Implement, test and manage the Judiciary’s disaster recovery programme.
  • Maintain an aggressive backup strategy for all production databases.
  • Coordinate the management of servers, ensuring that each server has 100% uptime.

Reporting to the Director, ICT the incumbent will provide leadership in Applications and Databases.


Duties and Responsibilities:

  • Conduct needs analysis of user requests and advice on the acquisitions or development of all applications and upgrades.
  • Manage the installation of all applications.
  • Coordinate implementation and training of all applications.
  • Manage the customization of all applications.
  • Manage the systems development life cycle.
  • Prepare programs and systems documentation.
  • Preparing training documentation and carry out the same.
  • Advise on version and migration controls.
  • Ensure that any relevant appropriate user licenses are maintained.
  • Liaise with applications systems providers to ensure all upgrades are received and updated. Maintaining, tuning and troubleshooting all databases.
  • Research on and apply supplier patches to the databases and ensuring that databases are at the same version and patch level.
