Pest Control Products Board (PCPB) 

Chief Executive Officer / Secretary

Ref: PCPB/1/CEO/2013

The PCPB is a statutory organization under the Ministry of Agriculture, Livestock and Fisheries with a mandate to assess, evaluate and register Pest Control Products and to regulate the importation, storage, distribution, sales, use and disposal of the same.
This position calls for high-level maturity and ability to effectively interact and operate and management and Board level, to realize PCPB's vision: "To be a world-class regulatory agency for pest control products." 
 

Job Profile

Reporting to the Board of Directors, the Chief Executive Officer/Secretary will be responsible for:
  • Implementing and monitoring decisions of the Board of Directors and appraising the Board on the progress;
  • Spearheading reviews and implementation of PCPB Strategic Plan and ensuring its compliance with Ministry of Agriculture, Livestock and Fisheries Strategic Plan and Kenya Vision 2030, policy guidelines;
  • Planning, directing and coordinating the administrative and office support functions of the organization;
  • Providing leadership in change management;
  • Developing and recommending to the Board the long-term strategy, business plans, operational manuals, annual operating budgets and establishing proper internal monitoring and control systems and procedures;
  • Coordinating and preparing business related proposals, reports and other submissions for consideration by the Board;
  • Providing leadership to the employees and attending the human resource matters including organizational structures, appointments, welfare, training, industrial relations, separation and effective management of succession plans;
  • Ensuring continuous achievement of the Boards financial and operation goals and objectives.
  • Maintaining a conducive work environment for attracting, retaining and motivation employees.
  • Fostering a corporate culture that promotes ethical practices and good corporate citizenship;
  • Any other responsibility necessary for the achievement of the Boards objectives.
Qualifications and Experience
  • Master of Science degree from a recognized University in the fields of:- agriculture, plant pathology, crop protection, environmental health, biochemistry, analytical chemistry, environmental chemistry, veterinary medicine, livestock production, toxicology, entomology, weed science or any other related field.
  • A PhD degree in a relevant field from a recognized institution will be an added advantage
  • Served for a minimum period of 15 years of which 10 must have been in a senior management position in an organization dealing with pest control products.
  • Understanding of multilateral agreements and conventions relating to pesticides and knowledge of regional and international treaties and conventions applicable to pesticide regulation
  • Knowledge and understanding of the manufacturing, sale or distribution of pest control products.
  • Experience in formulation and executing of policy and strategy to meet stakeholder expectations and customer needs.
  • A member of a professional body in the area of specialization.
  • Proficient in ICT with ability to use  it in improving business operations
  • Self-driven and with impeccable integrity and honesty in line with Chapter 6 of the Constitution of Kenya;
  • Demonstrated administrative capability required for formulation of national policies and good interpersonal relations;
  • International business exposure/experience and working in ISO certified environment
Other Requirements
  • A Certificate of Good Conduct from the Criminal Investigations Department (CID);
  • A Clearance Certificate from the Higher Education loans Board (HELB);
  • A Tax Compliance Certificate from the Kenya Revenue Authority (KRA);
  • A Clearance Certificate from the Ethics and Anti-Corruption Commission (EACC).
Knowledge and Skills
  • Ability to think strategically;
  • Knowledge and experience of Kenya Labour Laws;
  • Knowledge of Performance Based Management;
  • Proven leadership skills and a lead a dynamic team;
  • Be a team player, effective supervisory, negotiation, analytical, employee relations, excellent planning and organization, mentoring, coaching and strong interpersonal and management skills.
