Re: Request for Expression of Interest (REOI) for Implementation of Revenue Collection System 2014

Introduction
: The County Government of Kajiado established by the constitution of Kenya 2010, Article 176,wishes to automate its revenue collection by installing a fully online integrated electronic system which is compatible with all electronic payment and cash transfers in various platforms. 

The County is located south of the Great Rift Valley and occupies an area of approximately 21,900 square kilometers.

Problem Statement: The County Government of Kajiado wishes to implement a revenue collection system that stops revenue leakages, ensures adequate information to the County customers, maximizes on revenue collection to support the Government’s development agenda and services delivery to her citizens. 

The proposed solution should ensure transparency of the revenue collection processes, embedded control mechanism, data security and reliability.

Objectives of the revenue collection system

 
The specific objective of the assignment will be to deploy a revenue collection solution that meets the following minimal features
  • Supports collection from multiple revenue streams including single business permits, building plan approvals, land rates, royalties etc
  • Must be an all-in-one enterprise revenue collection and management system with a single secure database
  • Must be able to provide all standard financial report
  • Must be parameter driven to allow the county to add additional revenue sources without customization or development
  • Must have a built in ticketing system
  • Must have a built in licensing management system
  • Works within existing communication infrastructure and does not contravene any existing laws
  • Provides real time transaction reports on a secure central server that must be accessible on web and mobile platforms
  • Must be able to provide remote/mobile capabilities: Lightweight device with attached printer can enable collection on a handheld computer and have receipts printed at the scene that are legible, durable, weather-proof, and most importantly- accurate.
  • Integrates with key existing key systems including IFMIS, IPPD
  • Maps County revenue sources including single business permits, building plan approvals, land rates, royalties etc
  • Supports both cash and cashless option including mobile money, credit cards etc
  • Works in both online and offline modes as safeguard from network failures
  • Facilitate supervision, monitoring and enforcement
  • Provide adequate information to payers (customers)
  • Must be able to perform bank reconciliations
  • Must have a customer’s portal to allow citizens to interact with the county and pay for services online
  • Must have a complete auditing capabilities to facilitate sound public Finance management by automating the entire process from collection to integration with IFMIS to bank account Reconciliation
  • Must provide Information system security
  • Must be able to integrate to Health management system
Scope of Work
 
The scope of work for the successful consultant will include;
  • Implementation of a revenue collection system
  • Provide an electronic platform for collection of Revenue in the entire County
  • Must demonstrate various methods of mapping up revenue for the county electronically
  • Must have branch network that is well spread in all our five Sub-Counties.
  • Must demonstrate they have helped other institutions in the past to achieve their revenue targets.
  • Must clearly show the ability of having the right security levels in revenue collections systems.
  • Carry out appropriate system integration
  • Training of County Revenue staff and System Administrators
  • Clearly indicate timeliness in rolling out the operations.
Qualification Requirements
 
In order to carry out this assignment, Kajiado County Government wishes to engage a professional firm to implement the revenue collection System

The Firm must:
  • Meet statutory requirements including tax compliance, VAT certificate and certificate of incorporation/registration.
  • Complied with all central bank of Kenya regulation regarding mobile transactions as regulatory framework, as well as Commission on Revenue Allocation guidelines.
  • Comply with Communications Commission of Kenya regulations regarding communication such as mobile communication, wireless communication etc.
  • Demonstrate evidence of a history and capability to handle revenue collection and a large number of transaction both locally and internationally
  • Demonstrate evidence of the capacity to manage risk associated with projects of this nature
  • Demonstrate capacity to financially support the task to the end.
The details of the tender are contained in the expression of interest tender documents. 

The bidders are advised to collect the tender documents from 22nd April 2014 in the procurement office.

Completed bid documents in plain sealed envelopes bearing no identification of the name of the individual or firm bidding with the tender number and name clearly marked on top should be deposited in the tender box located in the procurement office or if by post to be addressed to:

So as to reach not later than 5th May 2014 noon (12.00) at which time the bid documents will be publicly opened in the presence of bidders representatives who choose to attend in the Procurement Office.

The county Government reserves the right to accept or reject any bid either in part or whole and is not obliged to give any reasons thereof.
