Vacancy: Chief Operating Officer
 
FSD Africa (FSDA) is a regional financial sector development programme operating across Sub-Saharan Africa. 

Its goal is to reduce poverty by boosting financial inclusion and helping financial institutions and markets drive economic growth.

The Role: Reporting to the Director, and working as a core member of the leadership team alongside the FSDA Pillar heads, the Chief Operating Officer will be responsible for all operational and contractual aspects of the programme. 

He/she will oversee procurement and project delivery across all the FSDA Pillars (Skills development and training; Knowledge and evidence; Thematic programmes; Regional platform), as well as ensuring the smooth functioning of programme operations and administration, including talent management and HR.

Key Responsibilities:

The Chief Operating Officer will make an important contribution to the achievement of FSDA’s overall impact through responsibility for the following. 

He/she will:
  • Design, build and operate a comprehensive programme/project management, monitoring and evaluation system based on FSD best practice;
  • Be responsible for all aspects of risk management (including IT) across FSDA (whether related to programme delivery or programme management);
  • Be responsible for HR and talent management, working closely with the Director and outsourcing administrative functions to a suitably qualified service provider;
  • Support colleagues across FSDA on all contracting/procurement-related matters, ensuring adherence to FSDA’s operating principles and agreed procurement procedures;
  • Manage the relationship with the Finance Manager (financial management is to be outsourced to a professional services firm);
  • Provide high quality FSDA-wide management information to the Director and other FSDA colleagues and DFID as may be requested;
  • Act as a focal point between FSDA and major funders, especially DFID, providing them with reports and project information in a timely fashion;
  • Coordinate meetings across FSDA’s governance structure;
  • Manage FSDA’s administrative team.
Essential: 
  • Professional qualification in accounting/legal; 
  • 10 years of programme management/grants management experience; 
  • 15 years of working experience in financial sector development in Africa; 
  • knowledge of donor reporting processes (ideally DFID); 
  • Demonstrated first-hand experience of rigorous project management skills; 
  • excellent skills in written and spoken English.
