JSI Research and Training Institute, Inc., (JSI), a Boston-based public health management firm dedicated to providing high quality technical and managerial assistance to public health programs, is currently recruiting for a potential Director of Technical Services for a program funded by USAID to strengthen the role of civil society to meet the health needs and social well being of Kenyans.

JSI is developing a proposal to submit to USAID to support its FANIKISHA Institutional Strengthening Project. If awarded to JSI this project will be five-year effort, scheduled to begin in August 2011.

The objective will be to strengthen technical competence and organizational capacity of national civil society organizations and/or networks and to develop and implement models to expand health service delivery in hard-to-reach areas.

Overall Responsibilities:

JSI is seeking a dynamic, competent and highly motivated person to provide general management and technical assistance to a civil society capacity building public health project based in Kenya and to directly supervise technical assistance providers and specialists. The position will report to the Chief of Party.

Specific Responsibilities:
  • Serve as a senior member of the JSI team responsible for the provision of technical assistance to partners;
  • Supervise technical staff based in Nairobi;
  • Construct and coordinate the technicaj assistance visits to partners and CSOs;
  • Delegate the responsibilities among staff for responding to partners' ongoing TA requests and short term technical assistance needs;
  • Manage and maintains monthly and quarterly technical assistance plans for the project
  • Supervise review of partner documents (annual work plans, semi-annual reports, country operational plans / reports etc);
  • Participate in the development of project annual work plans and semi-annual reports;
  • Contribute to project strategic planning;
  • Supervise the logistics of project trainings and retreats;
  • Represent project in meetings as required;
  • Provide direct technical assistance to partners as required; and
  • Serve as Acting Chief of Party as needed.
Qualifications:
  • Strong managerial, organizational, supervisory and problem solving skills;
  • Professional experience with health programs funded by USAID;
  • Experience with public programming and with USG government efforts, including PEPFAR and the Global Health Initiative;
  • Experience in the provision of technical assistance and capacity building support to non-governmental organizations;
  • Solid understanding of USAID policies and regulations;
  • Advanced degree in public health, management, public policy, business or related fields or significant project management experience;
  • Experience in the design and implementation of capacity building (management and technical), preferably in public health (eg. HIV, nutrition, family planning, maternal and child health);
  • Technical expertise in one or more programs areas;
  • Over five years of management experience;
  • Knowledge of or ability to quickly grasp JSI management and quality assurance systems; and
  • Strong interpersonal and communication skills.

Job Purpose: The Project Manager will be responsible for Social Determinants of Health in the APHIAplus, consortium Zone 3, Rift Valley.

S/he will serve as key technical link person in the consortium and have the triple roles of managing relations between the strategic partners, implementing partners (IPs) and the GOK as they work hand in hand with the project officers to ensure APHIAplus Service Delivery to marginalized, vulnerable and underserved populations including youth, PLHAs and those on ARVs, orphans and children affected by AIDS.

The Project Manager will ensure that the implementation is done through and with GOK structures at national, county, district and community levels to deliver on USAID/Kenya
Strategic Goal for health: “Sustained improvement of health and well-being for all Kenyans”.

Key Responsibilities and Accountabilities

The Project Manager form a core consortium technical team responsible for project implementation strategies, routine support supervision, data quality assessment, research and policy adherence. S/he will promote an integrated approach to sustainable service delivery to marginalized, poor and underserved populations.

Main responsibilities will include;
  • Oversee mentoring, capacity building and skills of Implementing Partners (IPs) to enable them support target groups in viable economic strengthening activities.
  • Oversee promotion of skills transfer by Project Officers to promote understanding of nutritional needs of different target groups.
  • Work with IPs and GOK to support target groups increase access to education, life skills and literacy initiatives that ultimately contribute to better health.
  • Support initiatives of GOK and IPs to ensure improved infrastructures in community and schools that will lead to increased access to safe water, sanitation and improved hygiene.
  • Work with all stakeholders to promote initiatives that address change in harmful social norms in order to improve and strengthen systems, structures and services for protection of the target groups.
Knowledge, Skills & Abilities Requirements
  • Master Degree in Sociology, Anthropology, Nursing, Public Health & other relevant area of study
  • Have solid working knowledge (practical skills) in the following areas: OVC, HCBC, VCT, Counseling, ART and dealing with social determinants of health.
  • At least 5 years experience in dealing with a multifaceted project and integrated HIV/AIDS programming that endeavors to address a holistic human need in Kenya
  • Have a good understanding of GOK, USAID HIV/AIDS Policy and Guidelines
  • Have a good grasp of challenges facing PLHA, OVC and marginalized poor in Kenya
  • Can articulate strategies required to address WATSAN, Livelihoods, Micro-finance and social protection needs of all diverse marginalized poor and vulnerable people in Rift valley

Job Summary

Reporting to the Local Governance and Advocacy Officer, the Program Assistant will provide administrative and program support to the Adaptation Learning Program.

He/ she will work closely with ALP Kenya team and other CARE Projects and partners including line Ministries and Non-Governmental Organizations (NGOs) in the project area ensuring support to project implementation.

Duties and Responsibilities:

1: Provide project administration support to ALP team in Garissa
  • Maintain the office inventory/assets and stationery stores records and ensure that they are secure and properly used as per CARE's policy.
  • Ensure the project reports and files are maintained properly
  • Support and facilitate procurement of materials and services for the project
  • Coordinate all logistical support for the Program including field trips, external travel, working conferences and meetings
  • Manage the Project Monitoring Folder (PMF) both in hard and soft copies and the same updated regularly
R 2: Facilitating and managing project correspondences, consultants and visitors
  • Develop and maintain a communication link with the Project Coordination Unit in Nairobi Head Office and other crucial partners
  • Ensure project consultants are facilitated and make arrangements for their accommodation, meals and transport , support consultant's access to relevant documents.
R3: Ensure logistics are well arranged for ALP trainings and workshops at community and County level
  • Liaise with project staff in sourcing for venues for workshops and trainings
  • Facilitate the procurement of materials for workshops and training
  • Plan and make arrangement for accommodation and meals for participants attending workshops and trainings
R4: Documentation
  • Maintain a manual filing system for the ALP.
  • Maintain an electronic filing system synchronized to the manual system for the SSM's office
Qualifications, Experience and Skills:
  • Diploma in Project Management, Business Administration or Community Development
  • At least 2 years relevant work experience.
  • Good computer skills with proficiency in MS Word and spreadsheet packages.
  • Strong interpersonal skills with the ability to establish effective working relations with sensitivity and respect for diversity.
  • Knowledge of the local customs and language (spoken and written) will be an added advantage

The Logistics Officer will provide administrative and logistical support to the program and partners across the region. Pact expects the majority of the grants to be in
kind grants due to the nature of the partners and hence the need for sufficient logistics and procurement support.

Specific Duties and Responsibilities:

A. Transportation / Movement of goods
  • Coordinate transport of cargo and field supplies for day to day operations.
  • Coordinate transport of supplies and facilities if any, to peace meetings and workshops within Nairobi and to the field
  • Coordinate use of the project vehicle by staff and PEACE II in Nairobi and during field trips
  • Document the movement of goods/equipment/supplies/
B. Transportation/Movement of people
  • Arrange transport for staff i.e. road travel and charter flights
  • Document the movement of people on the relevant forms
  • Coordinate transport of people for day to day operations.
  • Coordinate transport and accommodation of participants attending peace meetings and workshops within Nairobi and in the field
C. Procurement
  • Implement a purchasing system for local purchasing, and oversee all such activities
  • Ensure that requisitions are raised for various goods and services
  • Submit and follow up on purchase requisitions for any new equipment required
  • And that they are properly filled and signed by the relevant authorities and copies made for attachment to invoices.
  • Maintain the filing system
  • All working documents regarding purchases should be accurately completed and duly signed, recorded and easily retrievable
D. Inventory
  • Ensure that the asset inventory records are kept up to date.
  • Ensure that assets are disposed of in an approved manner, with the consent of the donor agency and under the regulations of Pact Inc
  • Develop monthly status reports on supplies such as consumable goods and stationery.
  • Implement a tracking system of all goods under transit which do not have a waybill.
  • File the waybills
  • Supervise the stores and keep the stock cards and inventories updated
  • Responsible for issuing any item from the store through a form request
  • Make a monthly report on goods movement
E. Equipment
  • Carry out a physical inventory and subsequently document all equipment, including computers, radio, satellite telephone, and printers, video equipment, and quickmove packs, food, fuel, etc on a regular basis and forward the report to the Administration Manager
  • Check the equipment coming back from the field and check if any repair needs to be done with applicable recommendations and action to be taken within specified time periods
  • Receive and account any equipment in the Nairobi office
  • Ensure proper storage and maintenance for all equipment
F. Communications
  • Adhere to the communication systems and communication protocols, based on standard operating procedures
  • Ensure constant, efficient and effective communication relating to logistics
  • Ensure proper communication by all staff when away from the field site
  • Assist in answering the telephone and take proper and complete messages

The Logistics and Procurement Officer will be expected to:
