Basic Function of Position:

The USAID Program Management Specialist provides strategic guidance, program monitoring and support to selected USAID implementing partners, which deliver HIV/AIDS services throughout Kenya. Specifically, the Specialist will focus predominantly on HIV/AIDS prevention with a focus on youth and behavior change communications.

Technical duties include leading efforts to ensure prevention activities are based on the latest relevant science, are evidence based and theory-driven, and that scientific knowledge is translated into program guidelines and practices for the national program, incorporating new interventions into the national strategy.

The Specialist will also be responsible for integration of youth programming with other program areas, such as education, orphans and vulnerable children, and family planning, and with other relevant offices within USAID/Kenya.

Strategic planning duties include representing USAID/Kenya at the meetings including donor meetings and meetings of the technical strategy and policy groups.

The general responsibilities of the position are to ensure that all activities contribute to the achievement of USAID/Kenya, and PEPFAR goals.

Basic Function of Position:

The Program Management Specialist, HIV/AIDS Treatment is a senior project manager and a key public health advisor on HIV treatment. He/she provides comprehensive public health technical, administrative and managerial advice and assistance in support of HIV treatment activities provided under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR).

Responsibilities include day-to-day program management and development, monitoring, reporting, and close collaboration with PEPFAR partners to ensure implementation is carried out in accordance with the Government of Kenya (GOK) policies and priorities, PEPFAR strategic objectives, and internationally recognized best practices in HIV treatment.

Partners include GOK officials, other USG agencies, bilateral and international donor agencies, Global Fund (GFATM) and non-governmental organizations involved in treatment of HIV/AIDS in Kenya.

The incumbent represents USAID/Kenya on HIV treatment issues at technical, policy, and strategic planning meetings.

Skills and Abilities (30%): Ability to analyze, understand and discuss new program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.

Ability to lead project teams and workgroups and to develop effective working relationships with national and international working partners is required.

The incumbent will be expected to exercise considerable ingenuity and tact in applying guidelines to unique and different settings, as the work is highly complex. Considerable innovation will be required to influence other collaborative organizations engaged in HIV/AIDS treatment programs to adopt appropriate strategies for their program activities.

Intermediate user level of word processing, spreadsheets and databases is required. Strong skills with interpretation of program monitoring and evaluation of data are required. Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator

The MEAL Coordinator will report to the Country Director and work closely with program staffs in designing the tools on MEAL and in implementing the MEAL plan at each location.

The post holder will work with the project team in designing a monitoring and evaluation framework, accountability and learning tools, as well as conduct field MEAL exercise and data management and analysis.

He/she will train the project teams and relevant staff at partners’ level MEAL concepts and tools.

The post holder is expected to assist the project in strengthening the accountability mechanisms at project level. You will appraise project activities, progress reports and streamline the partners’ work and documentation. You will facilitate capacity building process of the partners on MEAL issues.

What we are looking for

To be successful in this role, you will require a minimum of a Masters degree in social sciences from a recognized university, with intensive experience of work in humanitarian programs and good knowledge and demonstrated experience in monitoring, evaluation, accountability and learning.
