Job Description

One Acre Fund is a rapidly growing organization; increasing the number of sub-locations, districts, and members we serve in each year.

We are seeking a Customer Engagement Associate to help us provide the best customer service to our farmers.

The role would require the associate to manage both the customer care hotline and to make outreach calls to farmers to regularly audit our customer service performance.

The department is new within One Acre Fund and there are opportunities for strong performing associates to quickly move into a managerial position.

This role would require strong critical thinking skills, a willingness to patiently communicate with farmers and also internally with directors and department managers to help solve problems.

Primary Duties of the Customer Engagement Associate
Manage and handle all calls to the customer service hotline;
Accurately diagnose each call, record the call in the database and take appropriate action;
Make outreach calls and provide reports as requested;
Make field visits as necessary to collect information from the farmer(s) when necessary;
Provide accurate reports of tasks accomplished;
Perform additional tasks as requested by the manager

Kenya Youth Empowerment Project

Main Tasks and Responsibilities

Scope of Work

The IRC Somalia country program is looking for a Deputy Director Operations (DDO), to lead and ensure efficient support systems within the country team and includes functions of administration, logistics, IT and human resources.

The DDO will be responsible for ensuring that all the necessary systems, policies and procedures are rolled out and implemented by the relevant staff in all program areas.

The position reports to the Country Director, Somalia and will work closely with the Deputy Director, Programs and Security Manager for Somalia.

The position is based in Nairobi with at least 50% travel to office sites in Somalia.

With the improving security situation in Somalia and increasing accessibility of many areas, the position may be asked to spend more time inside Somalia.

The position will line manage the Operations Coordinator, Field Coordinators for 3 Somalia field sites and oversees other operation team members.

Specific Responsibilities

Ensure quality field office support and operations policy compliance
Develop, update, roll out and ensure implementation of all operations (logistics, HR, IT, admin) policies within the country program in line with IRC policies (international and country specific) as well as donor guidelines
Undertake regular internal reviews to assess implementation of the policies and report any concerns to the Country Director and establish mechanisms to address the same
Make sure that the organizational staff code of conduct ‘the IRC Way’ (Integrity, Service and Accountability) is rolled out and observed by all staff. Organize regular orientation and reviews within the team on the same
Organize an operation team workshop every 4 months bringing the teams together to discuss on issues, train and build a sense of team work
Undertake regular field visits (at least 50% time) to the field sites and support the teams through training, monitoring of activities and identifying and addressing any concerns
Assess the operation team structure for the overall country program and propose changes in order to ensure effective operation functions
Coordinate with the Security Manager to establish specific recommendations regarding security system strengthening at field sites and work with the Field Coordinators to ensure these recommendations are implemented
Participate in development of the Somalia country strategic plan and contribute towards implementation of the same
Closely monitor the issue of cost effectiveness within the country program and suggest/ implement measures to achieve cost effective operations
Lead in efficient operations systems within the country office
Develop operation team strategic plans for the country program and implement the same
Develop annual operation budgets for the country program and constantly review the same against funding and identify gaps
Support and lead operations assessments for new program areas within Somalia
Lead in setting up operations in new field sites- assess needs, recruitment of staff, establishment of control framework, and monitoring

Ensure that donor rules and regulations are adhered to in finance management of specific projects
Establish and implement Somalia specific finance systems, and guidelines
Work closely with the Country Director to discuss on finance management policies and provide timely advice on any issues related to compliance, fraud, under or over spending of project grants and finance staffing issues
Closely look at the issue of cost effectiveness and provide recommendations and guidance to the management team

Ensure timely preparation of various monthly finance reports for the country program and provide the same for approval of the Country Director. The reports include- trial Balance, collate bank statements, monthly financial grants summary, monthly grants tracking sheet, monthly reconciliation file etc

Specific Responsibilities

Review should include the allocation of salaries based on timesheets, and an overall assessment of the general controls that are in place, provide recommendations if necessary.
Document in-country policies regarding advances and maximum cash balances and general cash and banking situation in the Country Office
Review for adequacy and reasonableness, the documentation for delineating authority for approving transactions, procurements, disbursements
Ensure that authorized signatory list and bank information forms are regularly updated and hardcopies are on file
Identify requirements for and develop reporting formats to aid in the management of IRC Somalia program operations and grant expenditures.
Undertake internal control audits, report the same and in discussion with the CD, initiate actions necessary to correct any internal control weaknesses.

Use the Field Office Monitoring Checklist (FOMC) as a tool to ensure effective finance function at field offices

Terms of Reference Project Baseline Survey in Narok County- April 2013

Background

Under the European Commission (EC) “Strengthening Rural Health Systems for improved Maternal and Child Health in Narok County, Kenya” project, Christian Aid aims to reduce under-five (U-5) and maternal mortality by improving the quality and uptake of MNCH and reproductive health services; expanding adoption of preventative nutrition actions and increasing advocacy and coordination in the health sector in Narok County, targeting a population of 344,900 people The project will be implemented in Narok North, Narok South and Transmara Districts in Narok County in partnership with the Ministry of Health and three national partners.

The expected results are:
Improved quality of MNCH services provided in 9 health facilities and increased demand for MNCH services at the community and facility level.
Improved nutrition status among under-fives and pregnant women in Narok County.
Reduced unmet needs for family planning among women of reproductive age in Narok County.
Strengthened capacity of the District Health Management Teams and three CSOs to lead coordinate and supervise health services in the County.
Christian Aid wishes to hire the services of a qualified consultant to carry out a baseline survey in Narok County where this project will be implemented.

The purpose of the consultancy is to generate comprehensive baseline information on the current status of MCH outcome indicators and services in Narok County as detailed in the project proposal.

It is envisaged that this information will inform programming in the targeted districts and support Christian Aid project team and management to understand and monitor the progress and results of the MNCH interventions.

Objectives of the Baseline Survey:

The main objective of the consultancy is to establish a current county level base-line status on access and provision of maternal, new born and child health services, in relation to the national situation.

The findings will be consolidated to establish a comprehensive understanding on MNCH across the county.

The base-line will determine bench-marks for target setting within each result area, as per indicators set out in the original log-frame; validate if the activities within the project design are sufficient in scale and scope, in order to meet these targets; and identify opportunities for sustainability of project activities within the county.

The specific objectives of the base-line survey will be to:
Establish the prevailing health conditions, and health problems including diseases affecting mothers, infants and children under the age of five within each of the three targeted districts.
Determine current levels of knowledge, attitudes and practice towards MNCH issues and access to MNCH services in each of the targeted communities.
Determine the capacity of the district health systems (including public, private and community-based health systems) to provide MNCH services. This includes the availability and accessibility of health facilities and services offered for mothers, new born and children under the age of five, in terms of distances, cultural acceptability, affordability, availability and appropriateness (client-friendly, inclusive, responsive, hygienic)
Establish the capacity of communities, community structures and Civil Society Organisation partners to address MNCH and improve over-all health status of targeted communities.
Establish the capacity and opportunities for institutionalization and sustainability of MNCH initiatives among the stakeholders and the communities.
Based on these results, develop an evidence base for advocacy for MNCH interventions at county, regional and national levels.
Main Tasks of the Consultancy

The consultant(s) will work in conjunction with the Christian Aid Health Programme Manager, the MCH Project Officer, M&E Officer to finalise the design and inception plan for the study.

Within each district, the consultant will work with the Project Teams, which include the Programme Managers, Project Officers, and local stakeholders to co-ordinate, conduct the study and disseminate the base-line findings.

The consultant is expected to undertake the following tasks:
Carry out a desk-review of relevant project documents (listed in Annex A), including project proposal, log-frame, budget and other relevant documents, a range of which will be agreed upon and made available prior to the implementation of the study
Develop an inception report, detailing the evaluation design, methodology, indicators, tools, work plan schedule and budget to carry out the assignment in each country. This will be developed and finalized in consultation with Christian Aid Programme Performance Advisors and country team.
Form a Base-line Assessment Coordinating Team, which includes Christian Aid staff, National Partners and other DHMTs involved in the project.
Develop a Sampling Design and Data Collection & Management Protocol that is standardized for the three areas. Data related to health outcomes should relate to the DHIS information and format.
Facilitate recruitment and training of field staff (supervisors, interviewers, observers/record reviewers) and pre-testing of data collection tools.
Co-ordinate collection of data, and its entry into a suitable platform for cleaning and analysis
Analyse and interpret the findings
Develop and submit the first draft of the base-line assessment report and debriefing to Christian Aid, local partners and DHMTs. The report will include three district level reports, which will feed into a county level (Narok North, South and Transmara) base-line report on MNCH. The reports should be comprehensive and provide detailed specific findings within each result area, providing key recommendations for implementation.
The lead consultant will be required to facilitate a workshop for health stakeholders in Narok County, including Christian Aid, national partners, MOH and others to discuss the findings and develop an action plan based on the result of the baseline assessment.
Submit the final evaluation report to Christian Aid offices in Nairobi .i.e. 6 Hard Copies and a soft copy in CD-ROM. The raw data, the data-base which has been cleaned (both qualitative and quantitative, including original field notes for in-depth interviews and focus group discussions, as well as recorded audio material), and data collection tools used in the evaluation should be submitted together with the report. A simple inventory of material handed over will be part of the record. Christian Aid has sole ownership of all final data and any findings shall only be shared or reproduced with the permission of Christian Aid.
The lead consultant will be expected to compile and submit the draft report, make a presentation to Christian Aid, incorporate comments and submit a final report within 14 days of the end of the evaluation.

Time-frame

The assignment is expected to commence starting April 1, 2013 and is expected to take a maximum of 30 days, which includes desk-review, preparation, and implementation, report-writing.

Role of Christian Aid and collaborators

CA will provide the logistics and programme documents and be the link between the consultant and the project sites.

Christian Aid will also review tools and provide support in the evaluation process. Partners will provide venues for discussion and mobilize the required persons for interviews.

The collaborators/partners will provide the necessary resources/facilities and required persons for interviews.

The consultant will be responsible for guiding the entire Evaluation process and all other specific responsibilities as stipulated in the TOR.

Expected Profile of the Lead Consultant

The lead consultant is expected to hold the following qualifications in order to be eligible for this position:
A recognised university degree in public health, international development, medical anthropology or related social science (at a minimum of Masters level)
Sound knowledge of major development issues, especially maternal, new born and child health issues. Knowledge of the context in Kenya and Narok County is a requirement.

Communications Manager, Africa – technical line manager

Purpose

Reporting to the Advocacy advisor for Eastern Africa, with a technical reporting line to the communications manager for Africa, this position will:
be responsible for media relations, proactively pitching stories, not only during emergencies but also regarding ‘silent disasters’, and by providing media kits and briefs on key humanitarian issues relevant to International Federation of the Red Cross and Red Crescent Societies (IFRC) and NS work
support the communications needs and capacity building of the fifteen Red Cross and Red Crescent National Societies (NS) served by the Nairobi regional office (covering East Africa, the Horn of Africa and Indian Ocean Islands)
help profile the work of the NS while positioning the IFRC as a trusted source of information and opinion on our global and African priorities
work closely with the IFRC East Africa program team to support their work and highlight impacts
support the regional representative in writing briefs, talking points, Q&A and speeches
support colleagues on various pan-African communications projects and liaise with Geneva, through the IFRC Communications Manager, Africa, on global projects and campaigns
serve as an agent of innovation and social mobilization with a focus on youth and beneficiaries.
develop and coordinate IFRC publications including situation reports, regional monthly newsletter for an external audience, Africa Reportage, annual reports, policy briefs, key messages, case studies and any other communication materials as required
coordinate with communication counterparts in other organisations through regional communication meetings and other opportunities
support the coordination and organization of events for IFRC and NS, as required.
The post holder will support emergency response situations as they arise with fast, accurate media work with strategic impact, in close collaboration with the Africa Zone Communications Manager, producing multimedia stories for IFRC’s website.

Develop a regional communication strategy that will address the following:

Media Relations -Reacting and responding/ taking a proactive approach/ networking
Build and sustain relationships with members of the international press and other professional communications networks in the region. Maintain a database of national and international journalists and media contacts; ensure they receive press releases etc
Monitor media trends in the region
Pitch stories and identify media needs and offer adequate options for media tours to IFRC and NS operations/programmes
Assist in the development and maintenance of a roster of credible Red Cross and Red Crescent spokespersons
Capacity building and support to NS
Provide support to National Societies communications teams in the production of their own plans and budgets
Work closely with information and communications colleagues in the National Societies to facilitate the development of their relationship with the media, production of communications materials etc
Support NS in time of emergencies
Raise IFRC and NS in East Africa profile and serve as an agent of innovation and social mobilization with a focus on youth and beneficiaries
Use innovative methods and new communication technologies to deliver a multimedia strategy that communicates on IFRC’s work and impacts while giving youth and beneficiaries a voice
Design and create high quality communications materials that result in broad visibility of IFRC and NS humanitarian impacts, based on evidence from the field
Reach out to a wide audience, especially youth, through the use of the latest communication technologies such as web communications, social media and virtual communities, in line with IFRC's Strategy 2020
Liaise with the IFRC Communications Manager, Africa to support global campaigns
Coordinate with communication counterparts in other organisations
Maintain a database on key stakeholders, communications and advocacy working groups, donors and decisions makers in east Africa and ensure key messages are communicated in the right forums
Internal communication and support
Develop regional plans and budget to provide communications support
Support the Regional Representative in matters of official communication, speeches, and communication material for meeting with key stakeholders and donors
Develop a communication calendar with key regional and international dates and events
Respond in a timely fashion to routine enquiries from the press and requests from other parts of the Movement for information
Write articles for internal and external Red Cross publications, including Africa Reportage, online channels such as www.ifrc.org or other corporate/internal platforms
During field trips write case studies and take photographs to document the IFRC/NS programmes and share these with the media as appropriate
Work closely with programme teams, secure and use their resources efficiently to ensure that quality promotional/marketing materials are produced to highlight our actions and impacts to partners and the general public
Maintain a database of publishers, designers, videographers, photographers and other specialist technical communications contacts. When appropriate propose the services of these freelancers to the various departments, IFRC representations and/or NS
Inform Federation colleagues of their responsibilities in relation to the media, corporate communication and disseminate guidance on this

Education
