General Description of the role:

Reporting to the Operations Manager the Human Resources Manager will be responsible for all aspects of human resources planning, management and implementation of the GOAL Kenya programme.

Key Duties:
  • In charge of recruitment for all national staff. From the development of person specifications, job descriptions, advising on remuneration levels and terms & conditions, to short-listing, interviewing and making appointments.
  • Organise and manage the process of annual and periodic staff appraisals. Ensure that all issues arising from these appraisals are followed up and resolved
  • Staff Remuneration: Develop and maintain separate salary scales for the Kenya programme based on current market rate, staff remuneration budget preparation and monitoring and a comprehensive terms & conditions of employment manual for National staff
  • Administering medical, personal accident, pension and other insurances; Preparing, negotiating and coordinating the annual tendering process for the above insurances.
  • Staff contract issue, renewal, amendment and termination
  • Ensure that all expatriates are issued with the required visas and work permits, and that these are renewed as necessary, within the prescribed deadlines.
  • Prepare and administer the annual training and staff development budgets, in conjunction with the Financial Controller;
  • Train programme staff in all HR matters relating to their roles: staff appraisals, conflict management, staff recruitment etc.
Requirements:
  • Bachelor Degree in either Human Resource Management, or Business Administration, a Higher National Diploma and or post graduate HR qualification an added advantage
  • 3+ years of previous experience in a senior human resources role preferably in an NGO setting
  • Experience in liaising with other organisations and government officials
  • A thorough knowledge of Labour Laws
  • Fluent in spoken and written English and Kiswahili
  • Computer literate, with good report writing and budget / financial management skills
