The Technical Advisor (TA) will work under the direction of the organization’s Director, providing technical expertise and guidance in assuring that it implements its scope of work and builds sustainable capacity in Kenya.

The organization
works with the Ministries of Health to:

1) support the development and implementation of national standards & architecture for electronic health record systems;

2) create reference implementations to test interoperability between different types of health applications; and

3) building local capacity to use and support electronic health record systems in Kenya.

Responsibilities:

The TA will be responsible for providing technical expertise, as well as sourcing additional technical expertise as needed.

He will be a key liaison between the organization, the Ministry of Health and other partners.

This position requires a solid background of hands-on experience in technical documentation, technical design and program management.

In addition, the position will be the technical lead for any additional in-country technical contributors that are used during the course of the project.

The position requires excellent communication skills, technical leadership ability, a strong commitment to the organization’s mission and goals, proven high-level experience in implementing complex projects, and strong knowledge of Health Management Information Systems (HMIS).

Duties:
  • Participate in the development and implementation of the organization’s work plan, in collaboration with the Ministry of Health, to address Ministry priorities
  • Provide technical leadership in the implementation of the work plan
  • Liaise with the Ministry of Health and other stakeholders in the implementation of EMR/EHR related activities.
  • Furnish technical assistance to national counterparts and participate in relevant technical advisory groups with counterparts and partner institutions
  • Provide the Ministry with technical guidance in the requirements gathering and development of standards for electronic health record systems in Kenya
  • Provide supervision, leadership and technical guidance to a team demonstrating an interoperability solution and other in-country developers working on related projects
  • Work with local institutions in developing technical training courses and curriculum for the local capacity component of the organization.
  • On request, represent the organization at key meetings with national government representatives, local and international non government organizations, and funders to advance effective communication, planning,development and implementation of HMIS activities
  • Other duties as requested.
Qualifications:
  • Health informatics related degree or experience,
  • 10 years relevant experience in information technology, M&E and data management. Experience in computer programming will be an added advantage.
  • Experience in developing and implementing HMIS, lab, pharmacy, or patient monitoring systems
  • Demonstrated ability to lead multi-disciplinary,technical teams
  • Familiarity with the workings of the HIS and HIV/AIDS programs in Kenya.
  • Familiarity with health informatics technical resources and approaches available globally
  • Excellent writing and communication skills in English
  • Ability to interact with the Ministry of Health and other stakeholders
  • Ability to work independently, and give close attention to detail
  • Demonstrated experience in the supervision of staff, including technical experts and support staff
  • Program monitoring and evaluation experience
