Textile Development Unit Deputy Head of Unit

Background

In 201 1 the Minister of industry and Trade requested Tanzania Gatsby Trust (TGT) to commission a sector strategy to rebuild the textile and garment industry in Tanzania. 

A strategy, completed in February 201 2, underlines the fact that “given the massive quantities of cotton lint produced locally, the ready availability of competitive labour, and the current trade preferences the country enjoys, there is enormous potential to grow the textile and garment industry in Tanzania” 

However, it also highlights a range of major policy and public investment barriers currently hindering the growth of the industry.

To address these barriers, a Textile Development Unit (TDU) will be established within Tanzania’s
Ministry of lndustry& Trade (MIT) as a professional task force to stimulate the industry with expertise on technology, management and marketing to drive change.

The function of the Unit will be to coordinate the necessary policy changes, investments and advisory services to stimulate growth in the industry.

Role Opportunity

The Deputy Head of Unit post will be filled by an individual who can take on the Head of Unit role after
1 -3 years, depending on performance. 

The Head of Unit role will be filled by an international textile expert who will act as a mentor to the Deputy.

Candidates will be considered for the position with this future role progression in mind.

Key responsibilities
  • With support from TGT, assist the TDU Head of Unit with the institutional set-up of the Unit; including legal and operating infrastructure issues
  • Assist the Head of Unit to develop a detailed work plan and budget for the TDU, based on the recommendations set out in the 201 2 Tanzanian Textile and Garment Development Strategy
  • Develop effective working partnerships and relationships with key stakeholders: industrialists, investors, government ministries &agencies and donors
  • Successfully implement the agreed work plan such that the TDU acquires a reputation as an effective institution leading the development of Tanzania’s textile sector.
  • The Deputy Head of Unit should especially take the lead ¡n delivering on local Tanzanian initiatives, and building relationships with local stakeholders, while being supported by the Head of Unit to implement the international elements of the strategy.
  • Gradually take over the responsibilities of the Head of Unit, with the aim of transitioning into the leadership role within 1 -3 years.
Reporting structure

The Deputy Head of Unit will report to the Head of Unit, and will assist with any reporting requirements to the Oversight Committee and Minister of Industry.

Salary & benefits

Negotiable depending on the qualifications and experience of the successful candidate, but commensurate with expectations for a mid-level Tanzanian private sector position

Person specification

Experience
  • Textile professional with knowledge of both textile and garment technologies, as well as of the principal markets for textile and garment industries.
  • A minimum of 5years work experience at managerial level in industry OR private sector consultancy OR project management
  • Strong track record of successfully managing projects with multiple stakeholders, including budget responsibility
  • Proven experience of influencing decision makers and communicating effectively to a variety of audiences and media
  • Educated to at least masters level
  • Experience of successfully working with the Tanzanian public sector a plus
  • International experience outside of EAC a plus
Skills
  • Strong project management skills: able to monitor multiple work streams, co-ordinate contracting partners and stakeholders, foresee potential choke-points in delivery and take necessary action.
  • Excellent interpersonal, diplomatic and persuasive skills. Able to build a strong rapport with multiple public & private sector stakeholders, both local and international, and manage differences between them; comfortable negotiating challenging political relationships.
  • Strong personal management skills, able to mentor junior staff to take on more complex roles
  • Strong analytic skills, able to provide innovative solutions to evolving situations
  • A very strong self-starter with plenty of energy, able to meet deadlines under pressure and balance conflicting and constantly changing priorities. Able to plan and prioritise own work and that of others.
  • Excellent verbal and written communication skills.
Personal
  • Willing to commit to at least four years with the TDU, based in Dar es Salaam with some international travel for research and relationship-building with investors and buyers
  • Shows integrity, professionalism and empathy with the mission and values of Gatsby
  • Able to be flexible about working hours and travel when necessary
