Community Development Officer

Feed The Children (FTC) a Christian organization located in Oklahoma, USA is seeking to fill the position of Community Development Officer in Northern Uganda-Gulu to implement a community development program which includes food and nutrition, water and sanitation, health and education and livelihood. 

Purpose:              

To establish and maintain working relations with beneficiaries, partners, donors and other stake holders through community development activities by ensuring the organizations visibility in the community.

Reporting to the Regional and Senior Program Director Africa the Community Development Officer will identify, plan, monitor and evaluate community development activities undertaken in the area.

Responsibilities:
  • Identify new community development opportunities and develop proposals.
  • Manage, plan and implement community development projects ensuring compliance with monitoring and evaluation requirements.
  • Monitor, review and recommend various partners budgets, expenditures, advances request and financial reports ensuring compliance with FTC and donor requirements and regulations. 
  • Provide technical assistance in training and implementing of community development project activities to various partners and beneficiaries.
  • Assess the capacity requirements of the implementing partners to carry out timely and effective monitoring and evaluation systems in a timely and effective manner.
  • Design and conduct both qualitative and quantitative baseline reports and end of project assessments that will provide information for efficient project management.
  • Maintain excellent relations with communities, partners, donors, government and network with other NGOs.
  • Liaise closely and promote collaboration, communication and cooperation with relevant government ministries other stakeholders/agencies in the target areas to promote coordinated approach in the community.
  • Plus any other duties that you may be allocated by the Head of Programs /Team leader.
Requirements:
  • A Bachelors degree in Community Development, Development Studies, Social Work or related disciplines (Masters preferred).
  • Hands on experience in designing and implementing community development projects/Proposal writing.
  • Fluent in English both written and oral, a local language will be an added advantage.
  • Experience in training using participatory learning methodologies.
  • Proven effective presentation skills to varied stakeholders.
  • Good interpersonal skills and ability to work with minimum supervision.
  • Excellent analytical computer skills (Microsoft office & SPSS).
  • Demonstrated excellent written and oral communication skills.
  • Ability to travel in the various parts of Northern Uganda.
  • A minimum of 3 years working experience preferably in an NGO setting.
  • Holder of driving license/motorbike.
