Western Kenya Community Driven Development and Flood Mitigation Project (WKCDD&FM Project) is a World Bank / GOK funded initiative implemented through the Ministry of State for Special Programmes in the Office of the President. 

The Project Development Objective (PDO) is to empower local communities to engage in sustainable wealth creating activities, lower incidences of poverty and reduce the vulnerability of the poor to adverse outcomes
associated with recurrent flooding and build institutional capacity to manage Natural Resources.

The Project has its core operation areas in the 5 counties of Bungoma, Busia, Kakamega, Vihiga and Siaya with 10 Sub-County Units (SCU) in Busia, Bungoma, Teso, Bondo, Mount Elgon, Vihiga, Lugari, Butere/Mumias, Siaya and Kakamega.

The WKCDD&FM Project invites applications for the following positions:

County Project Coordinator 
WK/CPC/2012/01 
(2 Vacancies) 
Busia and Siaya Counties.
 
Reporting to the Community Driven Development Coordinator, the job holder will coordinate all the activities of the Project at the County level, supervise and motivate staff in the County, establish and maintain a network between WKCDD&FM Project and other like minded organizations, Develop annual work plans and Partner agency contracts, including Memoranda of understanding, Facilitate periodic monitoring and evaluation of the project. 

Integrate participatory training activities and ensure social accountability mechanisms at County and community levels. 

Ensure security of Project assets and Vehicle management; oversee Project financial and procurement management as defined in the Project Implementation Plan (PIP). Provide an efficient secretariat for the County Steering Group (CSG).
 
The ideal candidate should have a relevant degree from an accredited University; over 5 years experience as Head of a Department in a District or equivalent, hands on experience of participatory methodologies and tools for dealing with challenges of rural development and must be computer literate.
 
A Post graduate training or Masters Degree in a relevant field will be an added advantage.

Sub County Project Coordinator

Vihiga, Kakamega and Siaya
 
Reporting to the County Project Coordinator (CPC), the Sub-County Project Coordinator (SCPC) will be in charge of planning and coordination of community driven development activities in the project at the Sub- County level.
 
The ideal candidate should have a Degree from an accredited university in a relevant field; strong analytical and administrative skills with effective communication skills coupled with at least 5 years experience in community driven development and must be computer literate. 

A Masters degree in a relevant field will be an added advantage.

Data Analyst 
(1 Vacancy)
WK/DA/Kakamega/2012/03

Reporting to the National Project Coordinator, the Data analyst will be responsible for formulating and managing hydrological models and coordination of flood early warning data collection, analysis and interpretation. 

In liaison with the Meteorological Department the analyst will produce and disseminate the daily flood watch and manage the Project Management Information System (MIS), geo-referencing and mapping of all projects
 
The ideal candidate should possess a Bachelor of Science Degree in Water Resources, Hydrology or Meteorology, research skills in water sector, practical GIS applications for Water Resources management and at least 5 years of proven experience in hydrology/hydrogeology modelling, database management, and isotope hydrology.
Assistant Data Analyst 
(1 Vacancy)
WK/ADA/Kakamega/2012/04 

Reporting to the Data Analyst, the Assistant Data Analyst will assist in co ordination, production and dissemination of data collection, analysis and interpretation, geo referencing and mapping, maintain the Hydro-meteorological equipment in the River Nzoia Basin and implementation of capacity building programmes for disaster management.

The ideal candidate should possess a Bachelor of Science in Water Resources-Hydrology or Meteorology, research skills in water sector, practical GIS applications for Water Resources management and at least 3 years of proven experience in hydrology/hydrogeology modelling, database management and isotope hydrology.

Assistant Supplies & Procurement Officer 
(1 Vacancy)

Reporting to the Supplies and Procurement Officer, the Assistant Supplies and Procurement Officer will oversee the management of Supplies and Procurement in the Sub Counties.

The ideal candidate should have a minimum of C+ or Division II in O-level examinations and a Diploma in Purchasing and Supplies from a recognized Institution or Level 5 of the Chartered Institute of Purchasing and Supplies or its equivalent, coupled with at least 5 years experience in purchasing and supplies gained in a donor funded project, possess computer skills and an acumen for professionalism and integrity.
Sub County Supplies and Procurement Assistant 
(1 Vacancy)
WK/SCSPA/Kak/2012/06 

Reporting to the Sub County Project Coordinator, the Supplies and Procurement Assistant will assist in the management of Supplies and Procurement at Sub County level, prepare supplies estimates for expenditure, prepare tenders and quotations, process and manage implementation contracts for goods and services, verify documents, prepare and update monthly procurement plans and vehicle usage returns, create a databank on unit prices of items commonly used in community micro projects and manage records. 

The ideal candidate will have a minimum of C or Division III in O- level examinations, Diploma in Purchasing and Supplies Management from a recognized Institution or a Graduate Diploma in Purchasing and Supplies (Foundation Stage) of the Chartered Institute of Purchasing and Supplies or equivalent coupled with 3 years relevant work experience in a Government Department or large Organization.

Sub County Finance Assistant 
WK/FA/2012/07 
(2 Vacancies) 
Lugari and Bungoma
 
Reporting to the Sub County Project Coordinator, the Finance Assistant will assist in the management of financial aspects of the Project at the Sub County level.
 
The ideal candidate should have a Degree from an accredited University in relevant fields. 

Candidates without University Degrees but with CPA II qualifications and at least 3 years experience will also be considered. 

Computer literacy and knowledge of accounts packages is a must.
