Liverpool VCT, Care & Treatment (LVCT) is an established Kenyan NGO that utilizes research to inform policy reform advocacy and strengthen HIV service delivery. 

We optimize our impact on the HIV/AIDS response by building capacity of partners and pay special attention to vulnerable groups and populations with special needs. 

LVCT’s focus is on the scale-up of quality-assured HIV counseling, testing and care services.

Position: Monitoring and Evaluation Manager

Reporting To: Director, Research and Policy 

Location: LVCT HQ (Nairobi Kenya)

Job Purpose: Provide leadership and oversight to the institutional M&E frameworks and systems. 

This includes identifying M&E needs, developing indicators, designing and maintaining data collection, data management, data analysis, development and utilization of systems for routine and other programme data management.

Key Tasks and Responsibilities
  • Design and implement a monitoring and evaluation framework for LVCT based on the  LVCT business plan 2013-2015 and performance indicators
  • Responsible for the LVCT data house including data validity, safety, confidentiality and adherence to data management protocols
  • Timely institutional planning, performance reporting, quality and timely submission of donor and government reports and maintain donor communication as required
  • Prepare and review performance monitoring and reporting templates
  • Provision of on-going M&E technical support to LVCT programmes and subpartners
  • Provide leadership in data analysis and contribute to publications
  • Oversight for  functional M & E systems and adherence to  institutional , contractual, government and donor obligations and standards
  • Keep abreast of the latest developments in M&E and network with relevant partners
  • Contribute to national M&E and other relevant policy meetings
  • Manage M&E staff and activities
Requirements
  • A Master’s degree in statistics, monitoring and evaluation, social sciences or relevant field from a recognized university. Statistical training will be an added advantage
  • At least 5 years demonstrated M&E experience at management level in an organization with multiple programmes. 
  • Experience with PEPFARE programmes will be an advantage
  • Demonstrated programme evaluation experience
  • Experience with qualitative and quantitative research methods and in database management
  • Sound understanding of evaluation standards and methodologies
  • Excellent analytical, report writing, communication, presentation, interpersonal and supervision skills
  • Critical thinking, decision making and problem solving skills
