Consultancy for conducting baseline study for community driven food security and livelihood initiatives in Lower and Middle Juba, Somalia

Who we are: Oxfam Great Britain has worked in South Central Somalia for over 20 years and is engaged in humanitarian and development programs that focus on water, sanitation & hygiene as well as food security and livelihoods with the main aim of poverty eradication. 

The situation in Somalia makes humanitarian access to conflict affected communities difficult, as a result, Oxfam has coined the “Alternative Ways of Working” model to reach people in need, which has culminated with funding of  two- 3 years projects by EU. 

Currently we are implementing 3 years (2014-2017), phase 2 projects, which largely borrows from the 1st phase learning. 

In this initiative communities are empowered through participatory processes to identify their projects, prioritise and make plan on how to implement, monitor and report through 3 different selected committees namely project implementation committees (PIC), Project Accountability Committees (PAC), and Project Monitoring Committee (PMC). 

All the identified community projects must contribute in improving food security and livelihoods opportunities for the targeted communities. 
 
Purpose of the consultancy
 
The consultancy is aimed at conducting a comprehensive baseline study on food security and livelihoods situation in some selected sites of Lower and Middle Juba. 

The consultant must align his/her methods and tools with the project objectives and results as defined by the project documents which are as follows.    

Strengthening community structures to undertake community led development initiatives in Lower and Middle Juba regions.

Improve the livelihood and food security of riverine, agro pastoral and pastoralist communities in Middle and Lower Juba regions through CFSLI.

Improving coordination, monitoring and documentation for quality delivery of the action and generate lessons learnt

What we are looking for
  • A degree holder with academic qualifications in Economics, Agriculture Economics, Rural Economics, Rural Development, Development Studies, community development,  Food Security, Sociology or a related field
  • Prior experience in undertaking Food Security and Livelihoods baseline studies and evaluation in Somalia particularly in Middle and Lower Juba is strongly preferred.
  • Ability to conduct gender analysis and assessment of  community engagement in advocacy
  • Experienced in quantitative and qualitative collection, analysis and reporting
