USAID Transition Initiatives for Stabilization (TIS) Program: The Transition Initiatives for Stabilization (TIS) program is funded by USAID and responds to the complex crisis that has evolved in Somalia and Somaliland. 

The overall program goal is to mitigate conflict; to promote stability and community cohesion, and to strengthen citizens’ relationships with government officials. TIS implements quick impact activities linked to longer-term stabilization goals.  

The TIS program is currently seeking a skilled, diplomatic, effective, and highly motivated Senior Infrastructure Engineer.  As our senior engineer, you will work with local communities, civil society representatives, and the private sector and government officials across Somalia and Somaliland.  

Your goal will be to ensure that thousands of Somalis benefit from quality roads and structurally sound buildings, including schools, health clinics and community centers.

Qualifications and skills sought
  • A degree in civil engineering. A master in the same field or equivalent will be an added value.
  • Minimum 7 years’ experience in designing and overseeing the construction of infrastructure projects;
  • Experience in managing construction contracts and conducting inspections for infrastructure projects;
  • A diplomatic communicator who can converse with a wide range of stakeholders, including private sector and civil society representatives and government officials;
  • Available to travel frequently throughout Somalia and Somaliland;
  • Experience facilitating meetings and providing information and training;
  • Fluency in written and oral English;
  • Knowledge and experience with USAID Environmental Compliance rules highly desired.
