Purpose of Position: The Program Development (PD) Manager plans, leads, and executes the fundraising and donor engagement process for WV Somalia, ensuring resources are acquired and managed effectively to accomplish the organizations goalsraising on average $40M+ per year and strategically engaging 15-20 institutional/multilateral donors along with another 15 internal funding entities. 

The PD Manager will spearhead the development of integrated programming proposals to meet the priority needs of children and families in the operational areas of WV and its partners. 

Leading and developing a team of program officers, this position will grow strategic resources which bring positive impact to the lives of people and their communities across Somalia.

Key Responsibilities

  • Ensure that project designs are timely, needs based and in alignment with NO, sector, donor and community and/or government strategies:
  • Develop complex or high-value program designs and proposals/concept papers in collaboration with Operations and Technical staff.
  • Supervise team of POs to develop high-quality proposals and concept, ensuring highest priority opportunities are maximized at any given time.
  • Support project assessment and evaluation processes in collaboration with the DME Team, Project Managers and Technical Advisors.
  • In collaboration with Project Managers and Finance, ensure that both narrative and financial reports are submitted in a timely fashion and are of the highest quality and standard.
  • Support Program Officers and Project Managers by providing technical backstopping to projects.
  • Ensure that project designs adhere to HAP, Sphere and humanitarian standards, as well as specific donor standards and requirements.
  • Develop and maintain strategic partnerships with donors, UN, NGOs, governments and Support Offices for marketing, fundraising and coordination purposes:
  • Represent WVS in coordination, donor and technical forums, taking notes when needed and providing this information to Project Managers, Regional Staff and Program Officers in a timely fashion with clear action points and opportunities.
  • Strategically liaise with donors, UN/NGO partners, bilateral, multilaterals and Support Offices to ensure new funding sources are realized and existing donors repeatedly fund the program for greater impact.
  • Explore and foster fundraising opportunities initiatives for private donors and publics.
  • Coordinate with Communications and Advocacy to pursue strategic marketing for the program.
Leadership and Staff Capacity Building:
  • Provide leadership to PD team through performance management and mentoring.
  • Build capacity of PD team and field staff in institutional donor guidelines in program design, reporting, compliance, etc.
  • Coach POs to provide value to donors at every stage of engagement, and build relationships through a moves management approach.
  • Represent PDQA Director on SLT and act for her/him when not available.
Continuous Improvement & Knowledge Management:
  • Ensure that systems are in place, continually updated and shared to track on-going grant development and lessons learned.
  • Ensure that information from INGO Sector Cluster meetings, Lessons Learned initiatives and other important programmatic information is captured and retrievable by PD team for future proposals and donor outreach.
  • Attend external coordination meetings, workshops, and trainings to further PD teams knowledge of emerging best practices and innovations in Somalia context.
PD Strategic Direction:
  • With PDQA director, develop funding strategy for emergency, early recovery, and development funding.
  • Ensure funding strategy is continually updated and disseminated through information received from internal and external sources and represent WV Somalia on WVs Regional GAM Hub.
Knowledge, Skills and Abilities
 
Educational level and technical required:
  • Degree in Development Studies, International Relations, Development Management or Degree in any relevant Social Sciences with experience in Program Development.
  • Knowledgeable of MS Word, Excel, Power Point etc.
  • Strong writer
Experience:
  • At least 3-5 years experience in program design, monitoring and evaluation in a complex humanitarian context.
  • Previous management experience of multi-cultural, diverse, and remote/virtual teams.
  • Excellent verbal and written communication skills, experience in writing successful proposals, project documentation, reporting, program information for donors and the World Vision/partnership.
  • Familiarity with institutional grant compliance and procedures across the widest variety of donors (USAID/OFDA, USAID FFP, DFID, EC/Devco, ECHO, Canada DFATD, Australia DFAT, UN donors, development banks, etc.)
  • Capacity to provide solid leadership and decision-making skills for efficient and effective program implementation.
  • Strong problem solving, interpersonal and negotiation skills.
  • Ability to prioritize and juggle multiple, high-pressure deadlines to achieve required results while effectively delegating other tasks.
  • Ability to work with different partners, local authorities, local organizations and NGOs, to develop and maintain positive relationships.
  • Knowledge of humanitarian industry including sphere standards, HAP, NGO code of conduct and humanitarian charter.
  • Experience in staff security and safety management for humanitarian organizations in complex and insecure environments is a must.
  • Very strong organizational, management and communication skills.
Work environment: Office-based

Travel: 20% travel to the field/Somalia

On call: 30%
