East Africa Dairy Development Project is a 10 year regional dairy industry development program managed by a consortium of partners led by Heifer International with funding from the Bill and Melinda Gates Foundation (BMGF).

Currently in its 3rd year of 4 year pilot phase (EADD1) of implementation; the program is running in Kenya, Rwanda and Uganda.

During the 3 years, the project has grown to be one of the leading market-oriented agro-livestock development initiatives in the eastern and southern Africa region with over 140,000 direct farming-family beneficiaries; estimated US$ 10 million per year in incremental farmer payouts; 68 cooperatives/farmer-owned PLCs and over 15 SACCOs/Village Banks set up or revived; US$ 3 million worth of farmer investment mobilized. EADD has formed strong partnerships with governments of Kenya, Uganda and Rwanda; leading commercial / development banks and MFIs; leading dairy processors; Tetra Pak EA; and Nestle EAR.

EADD is in the process of developing a proposal for a proposed 6 year scale-up and scale-out phase that could see it increase or maintain its coverage within the 3 countries as well expand to 2 more eastern Africa countries under EADD2.

EADD2 will be built on a foundation of enhanced public private partnership (PPP) that will include country /milk-shed level alliances of dairy processors; commercial and development banks; local and national governments; private, bilateral and multilateral donors; universities; and NGOs.

The proposal will be tailored to the unique market oriented needs, aspirations and realities of each country and/or milk-shed.

The project is seeking the services of an experienced team of: Project Mobilisation Manager (1 position), Country Project Mobilization Coordinators (2 Positions) and Regional Information and Communication Officer (1 position) to lead the planning, development and marketing of EADD2 Project Proposal for a period of up to 18 months as per the TORs below.

Terms of Reference

(1) Project Mobilisation Manager

Reporting to the Regional Director (RD) and in close collaboration with the EADD-2 Working Group, the EADD-2 Project Mobilisation Manager will as needed:
  • Develop and agree with the RD a detailed work-plan for the implementation of the assignment with time bound activities and deliverables.
  • Design and oversee and/or directly undertake extensive dairy subsector studies in current and target new EADD countries;
  • Securing existing, and identify new EADD-2 financiers and partners from the public (national and local), private (including dairy companies, input manufactures, and financial institutions) and NGO sectors.
  • Lead the drafting of EADD2 proposal(s) in collaboration with EADD2 Wbrking Group and Heifer International Head Quarters as per the Bill and Melinda Gates Foundation, US AID and other donor guidelines as needed
  • Organise stakeholder events including national, regional and international donor/investor meetings/consultations for the proposed EADD-2 project as required
Deliverables:
  • EADD2 Development Action Plan and Budget
  • Intermediate outputs as agreed in the Action Plan. Those would include: detailed market opportunity assessments in Ethiopia and Tanzania; detailed value chain analyses identifying constraints to the growth of an inclusive and competitive dairy sector; and opportunities for public private partnerships at various levels of the dairy value chains.   • Raise an estimated sum of US$ 100 -150 million in cash and in-kind contributions/pledges from basket of donors and investors including - BMGF, Heifer International network of small and institutional donors; bilateral and multilateral donors; private and public sector investment; farmer equity; and banking sector loans.
Qualifications and Experience
  • Advanced university degree in agriculture, rural development, business studies, economics or related studies: with over 10 years of agriculture related project development/ management and commercial sector experience in eastern Africa;
  • possessing robust analytical writing skills, including market opportunity assessments studies and value chain analyses;
  • excellent communications and networking skills.
  • Experience writing BMGF, USAID and development of large agro- investment proposals an advantage
(2) EADD-2 Country Project Mobilisation Coordinators
(1 Position in Tanzania and 1 Position in Ethiopia)

Terms of Reference

Reporting to the EADD-2 Project Mobilisation Manager, and in close collaboration with the Regional Director (RD) and the EADD-2 Working Group, the EADD-2 Country Project Mobilisation Coordinator:
  • Develop and agree with the RD and the EADD-2 Project Mobilisation Manager a detailed country work-plan for the implementation of the assignment with time bound activities and deliverables.
  • Assist in the implementation of the dairy subsector studies in their respective country;
  • Assist with securing existing, and identify new EADD-2 financiers and partners from the public (national and local), private (including commercial and development banks) and NGO sectors.
  • Organise country level stakeholder events as required
  • Undertake other related tasks as may be assigned by the Regional Director.
Deliverables:
  • EADD2 Country Development Action Plan and Budget;
  • country dairy subsector studies;
  • successful stakeholder workshops held and report available;
  • US$ 10 million project funding raised from various donors.
Qualifications and Experience
  • Advanced university degree in agriculture, rural development, business studies, economics or related studies;
  • with 5 years agriculture related project management and private-sector experience in eastern Africa; and
  • possess excellent writing, communications and networking skills
(3) Regional Information and Communication Officer
(1 Position)

Terms of Reference:

Reporting to the Regional Director - Planning, Monitoring and Evaluation, the Regional Information and Communication Officer will Oversee the planning, development and management of all systems of information flow and communications in EADD Review and guide implementation of communication strategy for EADD at regional & country levels
  • Assist the country programs to develop and implement a grant and external donor relations strategy Editor-in-Chief for EADD Newsletter - The Dairy News
  • Coordinate donor and volunteer activities, including regular communications, visits, events, study tours etc Manage relations with media representatives and directing their interests to EADD successes in East Africa
  • Train and keep EADD staff informed of dialogue techniques with media
  • Coordinate EADD participation in local and international dairy events including conferences, workshops and seminars
  • Document and share key success stories detailing the project contribution to specific change of lives in East Africa
Qualifications and Experience
  • An advanced degree in Public Relations, Communications, Mass Communication, Development Studies or related field is required;
  • with four (4) years of relevant experience public relations, journalism, in a busy corporate or NGO environment.
  • The candidate must have a good understanding and sensitivity to issues associated with development; enterprise development and environment.
