Program Title: Arid and Marginal Lands Recovery Consortium: A Coordinated Response to the Global Food Crisis in Kenya

Subject: End of Program Evaluation

Evaluation Period: February 19, 2009 - September 30, 2011

Background

ARC program has three-year grant funding from USAID/OFDA. ARC consortium is led by Food for the Hungry Kenya (FH Kenya - Greater Marsabit, Sololo Moyale and Isiolo).

The other partners are World Vision (Turkana), CARE (Garissa, Mandera, Wajir and Moyale), Catholic Relief Services (CRS- Tharaka, Malindi, Makueni and Tana River) and Action Against Hunger International (ACF - Garbatulla).

The goal of ARC program is sustained access to food in vulnerable rural communities through enhanced resilience to shocks.

ARC strategy has two primary phases:
 
  1. Immediate and short-term activities to mitigate the effects of the food crisis
  2. Long-term sustainable activities that both strengthen and diversify livelihoods through viable economic opportunity.
The short-term responses target the poorest of the poor, in such a way that their lives and livelihoods are protected and productive community assets created/strengthened to benefit the long-term market linkage activities.

The long-term sustainable activities mainly focus on ARC program impact, targeting 663,778 practicing pastoralists and farmers among population of 1,994,555 people in the focus area.

Required

Pursuant to this grant, ARC Program will close out on 17th December 2011. ARC is therefore sourcing for an external consultant to undertake end of the program evaluation in October - November 2011.

The main objective is to assess ARC program impact, lessons learnt and best practices against program goal, objectives and approved plans.

Interested consultants/consultancy firms are invited to bids for the End of ARC Program Evaluation. Complete TOR and bidding documents for the assignment can be purchased at FH Kenya offices at a non - refundable fee of Kes 3,000/= not later than 5th August 2011 at 12.00 East African Time.

Consultants' Profile: Skills, Experience and Qualifications
  • Proven experience and skills in research, monitoring and evaluation of non-governmental community development structures, processes and programs
  • High level, up-to-date knowledge and understanding of economies of pastoralism and natural resource management in ASALs and marginal lands
  • Well-grounded in social sciences with excellent skills in strategy development and pastoralist-based approaches to development
  • The lead consultant must have relevant academic qualification equivalent to at least a masters degree from an internationally accredited and recognized institution Proven experience in conducting participatory qualitative and quantitative evaluations
  • Proven and high level statistical skills including design, data analysis and presentation
  • Computer proficiency in statistical packages for both qualitative and quantitative data analysis in social sciences.
  • Excellent documentation and reporting skills
