We are looking for a qualified candidate for the following position:
Learning Monitoring & Evaluation Manager
The job holder will be responsible for facilitating the IIRR internal learning and monitoring process and support partners in their own learning monitoring process.
Main Duties & Responsibilities
  • Lead in all learning, planning and M&E activities of the Africa Regional Center and partners
  • Ensure that the IIRR Africa information management system is continuously updated and functioning and effectively used in decision making
  • Coordinate all planning , monitoring, reporting, tracking of outcome/results and impact of IIRR and partners’ projects and programs
  • Facilitate learning and reflection processes at organizational and project levels
  • Lead in the design, development and facilitation of participatory monitoring and evaluation trainings, systems reviews, studies, programs assessment and system audits
  • Lead the development of IIRR Africa concepts and proposals development process and write high quality proposals and reports
  • Contribute to the organizational and program/project learning, innovations and capturing of best practices
  • Lead in the design, facilitation and evaluation of the IIRR Africa Participatory Planning Monitoring and Evaluation (PPME) and Outcome Mapping (OM) courses ensuring that the content and delivery methods are well researched, innovative and exceed the expectations of clients
  • Provide backstopping to program functions and IIRR Africa senior management as needed.
Qualifications
  • A Masters’ degree in Economics/Social Sciences/ Development Studies or its equivalent
  • Have outstanding track-record in writing concepts, proposals and reports
  • At least 7 years similar experience in the same capacity
  • Excellent facilitator of a learning and reflection process using a variety of participatory tools
  • Excellent conceptual, analytical and presentation skills
  • Sound understanding of program /project design development and management cycle
  • Have experience in conducting evaluation and research using various tools
  • Excellent interpersonal and team skills
  • Competent in the use of e-mail, internet and statistical packages – SPSS and EPI Info.
