Job Title: Procurement & Materials (P&M) Manager for Eastern Africa

Reporting To: Regional Supply Chain Manager, Europe & Sub Saharan Africa, with a matrix reporting line to the Area Manager for Eastern Africa.

The team will consist of Seven (7) FTE, ie. one buyer and one materials controller in Uganda, Mozambique and Tanzania. The Eastern Africa geography includes Uganda, Tanzania, Mozambique, Kenya and South Africa.

Job Location: This position is based in our Client’s Eastern Africa Office in Dar Es Salaam, Tanzania.

Eligible Nationalities: Kenyans / Tanzanians.

Role Overview:

The position is at the country management level for Halliburton Eastern Africa and consists of 3 key main elements:

1) Commercial & administrative procurement

2) Materials management

3) HSE responsibility

Key Areas of Responsibility

1. Commercial & Administrative Procurement
  • Lead the commercial and operational purchasing process and organization
  • Work in conjunction with the WAA supply chain team to implement purchasing strategies and tactics to maintain & improve the company's competitive position and P&L in Eastern Africa – leverage on existing supplier base in WAA and develop new suppliers in-country as well
  • Ensure that products and services are timely purchased and delivered at the Eastern Africa field camp
  • Manage vendors and lead vendor negotiations at country level
  • Search and identify new key suppliers to support the Eastern Africa purchasing strategy
  • Support the procurement team on vendor tenders, contract negotiations, supplier development, terms & conditions, contract management, business controls and administrative purchasing
  • Monitor and improve vendor performance across the country
  • Demonstrate a sever understanding of the business controls policies & procedures we deploy in Halliburton and you will be a role model within the Eastern Africa organization
  • Ensure that Eastern Africa P&M is always compliant to the purchasing business controls rules
  • Maintain and manage data for periodic metric reporting to the country and region management
2. Materials management
  • Lead the materials management processes and organization
  • Work in conjunction with the WAA supply chain team to implement inventory strategies and tactics to maintain & improve the company's balance sheet for Eastern Africa
  • Work with the Halliburton manufacturing locations and Eastern Africa Product Service Lines (PSL) to ensure appropriate material demand planning and requirements, acquisition/procurement of materials, and logistics planning to maximize product availability, minimize surplus inventory and manage cost
  • Analyze inventory, forecast and sales trends to drive sound and good decisions for Eastern Africa
  • Monitor and drives solutions for inventory control in the country
  • Be responsible for establishing effective working processes for inventory counts and warehouse accuracy measurement
  • Maintain and manage data for periodic metric reporting to the country and region management
  • Provides materials planning and control subject matter expertise to the organization as requested
  • Ensure that the Materials Business Practice Manual is implemented and adhered to in Eastern Africa
3. Health, Safety & Environment
  • For our warehousing and logistics operation in Eastern Africa, you will ensure on-going compliance to our company’s HSE policies
  • You will ensure that all warehouses in Eastern Africa are Hazardous Materials compliant
  • You will ensure that all export cargo is properly loaded and documented for
  • You understand and promote health, safety and environment and manage by example
Required Skills and Competencies

Education, Licensure, and Experience:
  • Completion of a graduate degree in Supply Chain, Industrial Engineering or similar disciplines
  • Minimum of 3-5 years of experience in Supply Chain Management, including a robust track record for vendor & forwarder negotiations, inventory cost reductions and people management
Other Experience:
  • Experience of supply chain processes in SAP or any other ERP system
  • Experience of working in Africa is a preference
  • Experience of working in the Oil & Gas industry
