Project: Piloting of Elections and Conflict tool

Post Title: Project Coordinator

Main functions of the post:

The coordinator will assume coordination duties related to the piloting of the Elections and Conflict Tool.

The coordinator will support the Interim Independent Election Commission with the analysis of electoral risks and provide International IDEA with the progress reports.

The coordinator will ensure that all activities envisaged by the project are implemented timely and accurately.

Context:

The Interim Independent Election Commission (IIEC) of Kenya and International IDEA have signed an agreement which defines the scope of cooperation between two institutions related to preparations for the General elections in 2012. The framework agreement includes the piloting IDEA’s Elections and Conflict Tool. The project will be implemented by the IIEC with support from the International IDEA.

Duties and Responsibilities:

Under the immediate supervision of the IIEC Manager for Research and Development, the Project Coordinator will perform the following duties:
  • Assists the IIEC Manager for Research and Development in the design, planning, and implementation of the project activities;
  • Provide tool generated analytical reports for use by the commission and International IDEA;
  • Produce detailed progress reports relating to the tool piloting for International IDEA;
  • In consultation with the relevant IIEC and International IDEA staff, prepare the contractual documents relating to activities undertaken within the for the tool piloting exercise;
  • Assist recruitment and contracting of individuals and organizations engaged in implementation of the project-related activities;
  • Supervise work of the data entry staff;
  • Conduct verification on accuracy of the data reports and data entry;
  • Present or represent the elections and conflict project when required to do so;
  • Actively integrate the inclusion of a gender perspective in all project-related activities;
  • Provide the Manager Risk and Compliance with reports on emergence of electoral risks; and
  • Performs any other task assigned by the Commission/International IDEA.
Qualifications and Skills
  • University degree and preferably a postgraduate qualification in Political Science, Conflict and Security Studies, Human Rights, Information and Communication Technologies or other relevant disciplines.
Professional Experience:
  • Minimum (5) years of experience within the field of democracy support or governance and preferably within governmental or international organizations;
  • Relevant field experience in the areas of elections, information technologies, conflict and security management.
Functional Competencies
  • High analytical capacity;
  • Working knowledge of qualitative and quantitative analytical tools and methodologies;
  • Ability to draft analytical and status reports;
  • Ability to build and maintain a broad network of partners;
  • Ability to work as a team leader
  • Excellent oral communication, drafting and public presentation skills.
Attributes:

The holder is expected to show a high level of professionalism, personal initiative creativity and respect for the rule of law. S/he should be able to work under tight deadlines and to cope with situations of stress.

Computer Skills:

Knowledge of statistical application, Microsoft Office, databases, internet and web search tools is a must.
