I: Job Summary:

Reporting to the Program Manager, the Senior Wash Engineer will provide strategic direction and oversight for the CARE Dadaab WASH operations.

Working towards improvement in the efficiency and effectiveness of all WASH related activities that CARE is engaged in, the provision of technical oversight and input to meet and maintain global WASH standards for the benefit of the refugee and resident populations.

This includes being engaged in the programming and coordination of the implementation of CARE’s WASH activities such as care and maintenance of water delivery systems for an expected 425,000 refugees, environmental sanitation (solid waste management), vector control management, and community development activities.

The Senior WASH Engineer shall provide strategic sector oversight, policy and programmatic direction, and technical guidance to the WASH sector. At the same time this would involve contributions to the development and monitoring of the sector budgets.

The incumbent shall undertake staff mentoring and development, based on proactive skills transfer and provide a learning environment for WASH staff.

This would also include an expectation to ensure management for quality and timeliness of delivery of all CARE WASH projects and to manage all WASH staff to transparent and accountable programme/
project delivery to CARE Kenya standards.

The provision of strategic input will be an essential part of the contribution to overall programming as well as representation of CARE in external forum when and where necessary

II: Responsibilities and Tasks

R1: Strategic Planning and Development

1.1 Provide strategic and technical oversight to CARE’s WASH sector

1.2 Work with WASH team to assess, develop and implement the CARE WASH programme.

1.3 Provide strategic and technical oversight on development of 3-5 year plan for CARE WASH Programme in Dadaab

1.4 Work with other WASH Implementing Partners and the UNHCR WASH Coordinator/officers to ensure harmonized WASH delivery that meets international standards

1.5 With the use of the water system modeling, develop scenario planning and evidenced based technical proposals and reports

1.6 Liaise with the CARE International WASH Technical Support.

1.7 Engage in the Kenya Global WASH Cluster

1.8 Develop and advise on development of Environmental friendly activities;

R2: Programme Implementation

2.1 Guide staff in implementation of sector strategic plans and accompanying log frames/annual operation plans;

2.2 Read and review concepts, designs, reports and proposals from staff;

2.3 Along with WASH team, develop concepts and project proposals based on lessons and best practices;

2.4 Contribute to project reporting and provide critical thinking to the reporting process

2.5 In cooperation with the Program Compliance Unit prepare monitoring & evaluation and project reporting activities

R3: Budgeting, Proposals and Support

3.1 Work with WASH coordinator and review, comment and coordinate with other sectors and departments on the finalization of project proposals

3.2 Work in collaboration with WASH Coordinator to ensure good budget management;

3.3 Prepare and monitor work and procurement plans for each project within two weeks after reception of the approved budget and in conjunction with the internal weekly work plan;

3.4 Assess beneficiaries’ priorities and develop sector’s annual budgets;

R4: Management

4.1 Directly oversee and mentor/guide sector staff;

4.2 Sector performance planning and appraisals;

4.3 Oversee and approve sector staff recruitment and consultancy hiring;

4.4 Plan and guide staff training and development needs;

4.5 Chair daily or weekly sector team meetings

4.6 Participation and engagement in weekly sector coordination meetings providing technical and management input to the Coordination team.

IV: Contacts/Key Relationships:

Keeping in mind that all issues with donors and media must be communicated to either the PM or SPM as a matter of information exchange and potential decision making
  1. UN agencies – UNHCR, WFP – and other donors (BPRM, ECHO. MoFAs of different countries, etc)
  2. Other Agencies within the Dadaab area
  3. Government of Kenya departments – the District Office’s, Ministry of Water, Ministry of Environment, local authorities, police etc
V: Working Conditions:

The position is based at Dadaab Main Office (DMO) with frequent movements to Hagadera, IFO and Dagahaley camps as well as any other extension camps and program sites. This is a non-family working station.

Hot weather is prevalent throughout the year with limited basic amenities.

Road movement to and from work station to Garissa as well as inter-camp movement must be under police escort (Scheduled convoys).

Strict adherence to security instructions all the time. It is a six days work station with a compensatory time off according to CTO policy.

The incumbent will be required to travel to Nairobi office and perform official responsibilities on need basis.

The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.

VI: Qualifications Experience and Competencies
  • Bachelor’s degree in Civil/water/environmental Engineering or related qualifications. Post graduate University degree in same areas will be advantageous
  • 5 years professional experience in the water, sanitation and hygiene sector
  • National or Higher National Diploma holders in the above field with 7 years work experience in the Wash field may be considered. However, the incumbent must demonstrate an excellent track record of performance coupled with good grasp for strategic planning, design and construction, supervision of sanitary, building and water supply installations.
  • Advanced knowledge of water and sanitation engineering including water quality testing and analysis, design of boreholes and water supply systems, construction and supervision of WATSAN projects in rural, urban and camp settings is required
  • Experience working in multi-cultural, multi-disciplinary staff will be an advantage
  • Strong water and sanitation design and project management experience with proven record of successful teamwork
  • Proficiency with engineering software such as Autocad and Epanet as well as other software packages such as MS office/project are required
  • Experience in preparing technical designs , tender documents, terms of references, contracts, memoranda of understanding etc
  • Familiarity with current standards and guidelines for humanitarian/ emergency response including Sphere Standards a
  • Ability to work in partnership with local communities and NGOs as appropriate
  • Ability to write technical reports and procedural manuals and effectively present information to many different audiences
  • Advise on and incorporate current and new developments in WASH sector from national and international forums
  • Demonstrated knowledge and experience in understanding the principles and practices of community development
  • Must have proven knowledge and experience of ground water abstraction, pumping and gravity water systems management.
  • Knowledge of local area and understanding of complexity of working in the North Eastern Province and with refugees will be an asset.
  • Proven leadership skills and able to manage a team.
  • Ability to work under difficult conditions and be away from the family for long periods of time
  • Be able to work in a team setting and be able to have good and clear communication skills.
