Expression of Interest for Consulting Services for Additional Feasibility Studies, Final Design and Supervision of Works
 

Introduction
 

The Government of Kenya through the Ministry of Water and Irrigation has received financing from the Government of Germany through its Financial Co-operation (KfW) to support the long term “Water and Sanitation Sector Development Program – Lake Victoria South“. 

This open program aims at improving access to sustainable water supply and sanitation services in several towns within the area of jurisdiction of Lake Victoria South Water Services Board, LVSWSB (the Program Executing Agency).
 

LVSWSB intends to use part of the Loan to finance consultancy services for further program implementation.
 

The Program Executing Agency is therefore calling for pre-qualification of qualified Consulting firms.
 

Scope
 

The general scope of the Program, covering the rehabilitation and extension of water supply and sanitation schemes in the selected secondary towns, is based on several studies and reports available to LVSWSB.

However, the final scope of investment measures shall be identified by the Consultant in consultations with LVSWSB, KfW and the respective Water Services Providers.
 

The services shall mainly comprise:

• Additional feasibility studies, studies and investigations (where necessary)
• Preparation of final design documents, including Environmental Impact Assessments (EIA)
• Preparation of tender documents for construction works
• Preparation of documents and assistance during pre-qualification procedure for contractors
• Tendering, evaluation and award of construction contracts
• Supervision of project implementation

Applicants
 

Competent consultancy firms should have extensive experience in the urban water supply and sanitation sector especially in Kenya / East African region, including extensive experience in final design, international tendering, supervision of construction works and operation of water and sewage treatment plants and water supply and sanitation systems.
 

Eligibility to participate in the tender is open to international firms as outlined in the guidelines for the assignment of consultants financed by KfW (see below). Only financially capable firms which have submitted the necessary statements satisfying the set conditions will be evaluated.
 

Selection Method and Applications
 

Expressions of Interest shall be evaluated based on the Guidelines for the assignments of consultants financed by KfW (visit web page http://www.kfw.de). The Program Executing Agency LVSWSB will be supported in this process by an independent “Tender Agent”.
 

It is planned to establish a short-list of not more than five prequalified consultants and to invite those to submit technical and financial proposals
 

Interested applicants are requested to obtain further information on structure and content of the EoI from the Tender Agent, under the address indicated below.

The complete Expression of Interest document must be delivered to the TENDER AGENT on or before 22nd of June, 2012 at 14.00 hours (local time at Tender Agent). 

Any documents or any amendment to the application delivered after stipulated time shall not be accepted.
